Despite the hard and fast rules of the Ministry of Education to students every dayfor at least an hour of exercise, but really not much to do this school. NationalStudent Physical Health Standard "in education in order to implement the guidingideology of health, strengthen school sports, to promote students to activelyparticipate in physical exercise, develop good exercise habits, developed andimplemented to improve the physical health of Ministry, from2002, it issued theTrial, the general promotion of all types of schools at all levels in2004,2007andmade further modifications. The "standard" is "Health First" implementation ofeducational thinking and consistent, but modified the implementation of the pastsix years, students’ physical health in the end what happened, we found throughvisits and surveys, the "standard" in schools at all levels around the in the concreteimplementation of different "standard" play the role of school leaders, physicaleducation teachers, students’ understanding of the "standard" to a large extentaffected.In order to understand the Xianyang primary school "standard" problems in the concrete implementation process, this article uses the literature material, questionnaire survey, field observation, mathematical statistics, Xianyang city primary schoolteachers and students in the "standard" implementation process, the "standard" knowledge, attitude and "standard" implementation factors the analysis, results showed that:1."standard" in the implementation process, a part of the school only a form tocomplete the task, not to pay attention to the standardization of operation test, thetest results are not summary and analysis timely, to students’ problems can not betimely feedback to students.2."standard" implementation did not respond to the testing personnel unifiedtraining, only through the relevant documents to understand, is not clear on the"standard" test purpose, test items, in the actual test guidance is not rigorous,needs to be improved in the ability of guiding students to exercise scientifically,for better implementation of PE teachers "standard" should strengthen their ownprofessional learning.3.students knowledge of health education is lack of health knowledge, studentsunderstand and master is not enough, there is a gap in the understanding of sportstraining and practical exercises.4. through the analysis of the physical education teachers learn, not perfect, mostschools only one full-time teachers, some even have no, most other school teachers and physical education, lagging behind the site construction, mostschools only soil playground, give students fitness and entertainment equipmentonly basketball, table tennis and football.
