The integrity is the virtue of the Chinese nation’s fine traditions, integrity embodies the moral requirements of wellness and trustworthy. In the long river of history, integrity has been given different content of the times. Today, in the process of building modernization of socialism with Chinese characteristics, the state and society attach great importance to the value of guiding and normative. The18th Congress of the Communist Party of China put forwards the socialist core values, and promotes the’integrity’on the social level. It indicates that Chinese highlights the value of integrity and looking forward to the social habits of civilization. Universities shoulders the task of cultivating talents and promoting human’s full scale development. The teachers’comprehensive quality plays vital role in the development of the university and the implementation of the strategy of rejuvenating the country through science and education. However, in recent years, the issue of integrity in the college talent flowing has been prominently. It’s time to focus on exploring the specific issue of integrity in the college talent flowing and analyzing its incentive, reasonably, proposing reasonable solution, learning from the experience of foreign integrity system, improving the quality of teachers in practice.This article uses many methods synthetically, such as literature research, historical research, case research, comparison research. There are six following chapters in this article. Chapterl summarizes the background and the meaning of this research, and also summarizes the status research on domestic and abroad. Chapter2introduces the theories of human resources mobility and integrity, introduces the experiences and the general situation of integrity construction in developed countries, and instructions the social function and practical significance. Chapter3carries on the investigation and study on someone college, and summarizes the forms of mobility honesty at colleges, and analyzes its reason, enumerates the harm. Chapter4constructed the countermeasures to solve this problem:improve the mode of pre-service training for new employees, improve credit audit system before induction and attaches great importance to the introduction of talent assessment of virtue, improve the evaluation system in the colleges to guard against lack of integrity.
