The organizational reform in school has become an importantpractical issue along with the speed of social reform getting moreand more faster, and each one of the stakeholders participating in themanagement of school are becoming a basic tendency. Thetraditional one-way managements in school by government canhardly satisfy the need of each stakeholder. The appearance of thegovernance theory offers a very excellent reference to the schoolorganizational reform. However, because of the particularity thatschool organization differs from enterprise organization, especiallythat the quality of fundamentality, commonweal and affiliating ofprimary and secondary schools are different from institutions ofhigher learning and private schools, the research on the governanceof public primary and secondary school is still at an early stage. so,it’s essential to research on the governance structure of publicprimary and secondary school.on the basis of combing of the relative studies of school governance, this study took the public primary and secondaryschools of X county in Shanxi province as study object and mainlyused the methods of literature, empirical study and comparativestudy to describe the governance structure of X county from innerand outer perspective, and combined the modern schoolmanagement theory to analyze the problems in it. The conclusionscan be divided into two parts, and in the perspective of the outergovernance, we can conclude that: first, generally the administrativedepartment for education does not get involve in the dailymanagement of school, financial practice “finance belongs theschool but managed by the bureau”, the education bureau takescharge of the overall infrastructure of the school, and it is transfer it’spower to the lower level step by step, but the schools running inautonomy has not been put into practice; second, no specified policydocument about social organizations getting involve in themanagement of school can be found and in this aspect urban schoolsdo a better job than rural school. Many schools in the city establishthe parent committees, rural schools convene the parent meetingsevery semester, but most of the meeting are about exchanging ideasof the students’ learning status. In the perspective of the innergovernance, we can conclude that: first, each school has aadministration committee, but the members of the decision-making body are relatively single and the Teachers’ RepresentativeCommittees rarely participate the decision making and that makesthe decision making and execution as one process. Which makes theresults can not meet the demand of the parties; second, theheadmaster can rebuild the organizations of school according to thedevelopment needs of school. Till now, the internal organizationhierarchy is relatively more in each school and most schools continuethe headmaster—deputy headmaster—director—teacher as a three—grade management mode, which leads to a low execution efficient ofspecific affairs of school. Third, each school has the Teachers’sRepresentative Committee, but the party branch is commonlyestablished in the joint school, and both of them can hardly play therole of supervision and management.On this basis, this study promoted several strategies forperfecting the governance structure of school in X county of ShanxiProvince:(1) with respect to perfecting the outer school governancestructure: straighten out the relationship between the school and thegovernment and then establish a interactive mechanism betweenschools, families and the society;(2) with respect to perfecting theouter school governance structure: first, establish a democracy,scientific and professional decision body; second, establish aefficient, clear and rational executing agency; third, develop concise, actual effect and institutionalized supervisory mechanism.
