On June13,1999, the State Council issued "The decision of the CPC Central Committee on deepening reform of the education system and vigorously promote quality education" the document clearly pointed out the need of expanding the scale of higher education, the document mentioned that:Through using various forms to develop higher education, the rate of higher education enrollment in2010should raised from9%to about15%. In order to achieve higher education popular, we must dramatically expand the Enrollment scale of Higher Education, the higher education of our country began expanding enrollment in1999, and this accelerated the pace of college forward from elite education to mass education.This article focuses on the Various shocks of the teaching quality in universities after Enrollment Expansion, and I will elaborate Mainly from the following aspects:the increasing of the teaching resources is slower than the increasing of the teaching scale, the quality of the students decreased after Enrollment Expansion, the evaluation system which Emphasis on research and contempt on teaching, the distortion of the teaching evaluation. And this article use a university in shanghai as a example to carry on empirical analysis. Through having a research of the reason of decline of the quality of of university teaching, we can build a scientific, standardized teaching quality assurance system macroscopically, ensure and continuously improve the the quality of of university teaching, ensure the sustainable development of higher education.
