Primary and secondary school students schoolwork burden overweightphenomenon has always existed, but a problem in process of basic education reformand development. To effectively reduce the students’ burden, must examinefromreflection and practical reason on its policy, and the action research perspectives.This paper focus on ability and effort focus attention from the burden of primary andmiddle school students from the perspective of action.The author thinks, school is thefoundation of education at the grassroots, an important observation point burdenresults are specific actions and initiatives to implement the policy burden of primaryand secondary schools have taken. Therefore, this paper established a comprehensivegovernance action based on the perspective of primary and middle school students’burden problem, in order to explore from a new perspective for more effective reliefmeasures.This article mainly includes five parts:The first part is the preface, mainly introduces the problem, literature review,the definition of core concepts, research significance and research method.The second part makes a preliminary survey of the current primary and middleschool students schoolwork burden in China, first analyses the nature of burden, andexpounds the existing form of the heavy burden, the burden of the standard arediscussed.The third part discusses the burden of primary and middle school students’subjective sources, schoolwork burden structure and characteristics of schoolworkburden, so as to lay a necessary theoretical basis for follow-up study.The fourth part of this paper mainly introduces the action from the perspective ofthree typical cases the burden of successful schools, through the analysis of theburden of action on three schools, has carried on the preliminary summary of itssuccessful experience; pointed out the three schools exist in the deficiency of the burden of action--mostly focus on innovation school school level, school level takencontrol measures is single, lack of multi-angle analysis etc..The fifth part in view of the deficiency of the study found, in this paper, based onthe perspective of action, were put forward specific control measures from thecomprehensive management of government, school, family, teachers, students inprimary and middle school students burden, the hope can give the burden of action toprovide valuable reference.
