Urban central districts are the core of the city’s economic zones, and play an exemplary role in the urban socio-economic development. Because of limited environmental carrying capacity, the industrial structure tradition, the land resource scarcity and other constraints, urban central districts must change the traditional industrial structure, improve economic performance, lay an emphasis on the new high-tech and high-value-added modern service industry development and planning, and view the modern service sector as its steady economic development and growth point. The considerable progress of modern service industries in regional economy needs adequate qualified human resources as a support, and this must be combined with relevant policies and regional actual situation to fully develop the modern service industry talents in the urban central areas.Taking full account of the different region and specific industry talent characteristics, urban central district modern service industry talent development need analyzing the existing talent resource quantity, quality, structure, distribution, and its relationship between supply and demand, making their own advantage, weakness, opportunities and challenges clear in the development of talent resources, summarizing regional talent resource development policies and measures such as introduction, training, incentives and education, and finding out the lack of existing policies and measures, in order to establish and improve the talent resource development mechanism. This paper takes Luyang county—Hefei urban district as an example to study its development of modern service industry, the strategic environment of the talent resource development, the status quo of talent resource development, the existing talent resource development policies and measures, and finally according to the governmental talent resource development constraints in the modern service industry, propose policy recommendations to develop the talent resources of the modern service industry. This paper consists of the following six parts:The first part is an introduction, which mainly on the background of the development of modern service industry talent resource, researches its purpose and meaning, comb the relevant theoretical literature and point out the thesis, ideas, innovation of my research. The second part is the theory of the urban central districts of research and development of modern service industry talent resources. It briefly introduces modern service theory, human resource theory and human resource development principles, which lay the theoretical basis of the study. The third section describes the background and current situation of the development of modern service industry in Luyang County, and point out its strong need for the development of modern service industry. The fourth part is the study on the current situation of the development of the modern service industry talent resources in Lu yang. This part clarifies the relationship between talent development strategy and modern service industry development as well as related policies and measures. The fifth part is the analysis of the modern service industry talent resources in Luyang. We employ SWOT analysis tool to find modern service industry talent resource development advantages, weakness, opportunities and challenges, as well as talent development strategy selection in Luyang. The sixth part is the modern service industry talent resource development policy recommendations in urban central districts. Based on the relevant principles of the talent resource development, these policy proposals contain:1) to reform the management mechanism,2) to improve the working environment,3) to improve the market system,4) to strengthen training efforts,5) to optimize the protection mechanism of the modern service industry talent resource development.
