Regional economic competition, is the personnel especially high-level personnel competition in the final analysis. With the changing of science and technology and the rapid development of economy, work harder construction of high-level talent has become the new situation of "the Party" Work a top priority. Central support construction of the Straits have a historic opportunity, and vigorously promote the construction of high-level personnel, the gathering of talent playing in Fuzhou City of yearning and talents, has a very important significance. Combined with recent practice of high-level personnel in Fuzhou, through theoretical analysis and empirical research, analyze problems and causes of Fuzhou high-level personnel policy, proposes concrete measures and proposals to improve the construction of high-level personnel at the policy level use and grasp. Main contents include:Part I:Introduction. In this, the article introduces the background and significance of the study, overview of current research, research methods and core content.Part II:Theory and Practice of high-level personnel policy. From the nature and economy of Fuzhou, describes the policy initiatives and effectiveness of high-level personnel.Part IV:Problems and causes of Fuzhou high-level personnel policy.
