Balanced development of basic education is an important strategic goal of China’s current education reform and development. The realization of education balanced development between ethnic and non-minority areas makes a significant contribution to promoting economic and social development of ethnic minority areas, maintaining harmony and stability of the whole society. Given the unique characteristics of regionas and minorities, the implementation of balanced development of basic education in ethnic areas cannot be a single solution, or simply follow the eastern mode, but choose a way based on its unique features. In particular, the promotion of balanced development with characteristics in ethnic areas falls into two aspects:First, top-down, making the government as the main propulsion with full respect and takes the advantages of the ethnic characteristics so as to realize the optimization of aiding the ethnic areas. Second, bottom-up, making the schools as the main proplsion, the promotion makes the full use of the school’s geographic advantage so as to function well by its independent development.The Southeast Chongqing ethnic area has a certain degree of representativeness concerning about the heritage of the national cultural as well as the level of economic development. Its practice on the balanced development of education in ethnic minority areas have some theoretical inspirations and implicative significance. Investigating the practice of the balanced development of education Southeastern ethnic area in Chongqing based on the top-down and bottom-up visits, we can draw from the measures that the co-ordinating urban and rural education development, layered dicing Group school, as well as special aiding initiatives by the government body can effectively solve the hardware shortages and teacher shortage problems faced by the ethnic minority areas’ educational development. In addition, it is important for ensuring resources reasonable tilt to minority areas. The bilingual education, school-based teaching and research are advantageous to heir the national culture, improve the subjectivity of teachers and make the school play its autonomous role in development. However, as the govement ignored the cultural dimension in the balanced development and the schools’ limited automomous ability, combined with the lagged education evaluation of ethnic areas make the promotion quite ineffective and make the development of southeast Chongqing minority areas to promote the basic education balanced have the tendency of formalization and utilitarian.With complicated natural enviroment, diverse cultures and different levels of econmic develepment of ethnic minority areas in our country, in the process of promoting balanced education in ethnic areas must adjust measures to local conditions, deal with the quality of education in ethnic areas, promote the relationship between protection and development of cultural diversity, traditional culture and modern culture, the relationship between ethnic minority culture and the mainstream culture. It targets not only on improving the efficiency of education investment in ethnic areas, but also on considering the social harmony, stability and the future of our country. Based on this, and also the investigation in the southeast Chongqing, in order to improve the ethnic areas’ basic education, three aspects must be realised:Fistly, further clarify the goal of promoting balanced development of basic education in ethnic areas. Secondly, relocate and ensure the role of government and the school. Finally, constuct an evaluation system which is suitable for the etnic areas.
