Pre-school education is an important part of basic education, it also plays asignificant role in the development of the children’s life. China has implemented free andcompulsory education; many migrant workers’ children are receiving qualifiedcompulsory education. But in Shenzhen, there are still thousands of children of migrantworkers’ can not enjoy high-quality pre-school education, the difficulty of admission tokindergarten annoyed countless parents, therefore, in the case of an extreme shortage ofpre-school education resources, a study of the relationship between Shenzhen pre-schooleducation development and socio-economic, demographic development----is ofimportant practical significance, also helps us to understand how to promote pre-schooleducation development, in order to protect the people’s livelihood and promote socialequity, and building a harmonious society in the end.This thesis is based on practical pre-school development of Shiyan sub-district inBao’an District, Shenzhen, the thesis also combined the theory of public goods,community management, and the use of the survey, interviews and other researchmethods-----in order to get an full analysis of preschool education status quo in Shenzhenand some hot and difficult problems analysis, and to explore the formation of the rootcauses of the current situation, the thesis also mentioned some other cities and foreigncountries’ outstanding experiences on pre-school education, the thesis also providereference for to solve the problems in the development of Shenzhen pre-school foralien population’s children.The thesis consists of seven parts. The first part is an introduction section, whichintroduces the research background and purpose, as well as research ideas and methods,and explains the current situation of the research in this field both at home and abroad.The second part describes the theoretical basis of this thesis: the theory of public goods,community management theory and educational equity theory. The third part analyzed the status quo of pre-school education in Shiyan Sub-district, mainly discussed thedifficulty of admission to kindergarten, the qualification of teachers, kindergarten currentconditions, charges, management mechanisms, etc. The thesis reviewed problems such asthe total supply and demand contradiction, unbalanced kindergarten development, illegalacts in running kindergartens, low payment to the teachers, the serious tendency ofinclination to primary school, limited resources from the government and thecommunity,etc. The thesis also analyzed the reasons from four aspects: the governmentlevel, the native places level, the public administration level and the communitymanagement level. The fourth part forecasts the demand of pre-school education servicesin the near future from the economic and social and demographic developments inShiyan Sub-district. The fifth part analyzed the supply and demand situation ofpre-school education resources in Shiyan Sub-district. The sixth part mainly discussedother cities’experience and practice on how to solve the question of migrant workerschildren’s pre-school education. The seventh part suggested ways to solve the questionof Shenzhen migrant workers children’s pre-school education, such as to strengthen thegovernment’s responsibilities, increase investment, improve the quality of teachers, theimplementation of the school voucher system, improve the function of community.
