To bring up and keep the great quantity of high-level talents especially those young and creative people with excellent qualities, is urgently needed by realizing the all-round and continuous human development as well as keeping rapid economic growth. Building up the talent pool system which aims at college graduates is the important way of realizing the overall continuous development of talent teams. The essay itself takes talent pool as the aims of the research, with a basis of the theory of public management on human resource planning and relative theories. By analyzing the existing problems in building Shanghai public management talent pool, the essay takes research with 65 talents from Feng Xian District aiming at providing countermeasures and suggestions for building public management talent pool.The essay falls into five parts.Part I—Introduction of talent pool, range of public management talent and the importance and current status of it, as well as its research content and method.Part II—Systematically illustrates the theory of public management on human resource planning Part III—Taking Feng Xian District, Shanghai as an example, this part figures out some existing problems in building public management talent pool and the cause of it, by analyzing the research.Part IV—Introduction on the experiences of American public management talent pool and the significance in reference for Shanghai.Part V—Ways to improve the construction on talent pool. The four main ways are strengthening scientific forecast, optimizing development environment for talent pool, promoting various education system and setting up a system of scientific encouragement and evaluation.Part VI—Summing up and indicating some defects of this essay and the directions of improvements.
