The expressway is the important infrastructure which promotes social progress and economic development. In the short time, the expressway construction can stimulate domestic demand and promote the economic development, In the long term, expressway can not only maintain national development in the future and change the economic growth mode, but also is the effective ways to improve the international competitiveness. Therefore, our country has been increasing investment to expressway construction in recent years and planning to form a national expressway network of 8.5 million kilometers in 30 years.Expressway has obvious social economic benefit; its construction management level affects the project itself as well as the whole social economic development environment. Expressway construction project management mode is the way to achieve the optimal project goals by planning scientifically and organizing the reasonable structure and efficient organization in the implementation. Therefore the premise and basis of success is to adopt scientific and reasonable project management mode.Firstly, the paper defines the large-scale expressway construction project as one which has a mileage more than 200 kilometers and investment more than 100 million, and is invested, constructed and managed by a single client. Secondly, it summarizes the features of the project as complexity, diversity, highly coordination, and risk. In present, the problems of currently large scale expressway project management are lying in the poor decision quality, unreasonable organizational structure, coordination of cost, schedule and quality management, lake of communication and imperfect information management.Through the analysis of the factors index system affecting the large scale expressway construction project management performance with DEMATEL method, we find out the key factors are:external environment, project management structure, process control and allocation of project resources.Taking the key factors as appraisal criteria, the paper compares four expressway construction modes which are the owner's self-management mode, owner assisted with consulting company mode, FIDIC mode and agent-construction system mode with analytic hierarchy process (AHP) and fuzzy comprehensive evaluation method and get that the agent-construction system one is the most suitable mode. And the feature of agent-construction system are the multilayer principal-agent relationship based on contract management, the legal person status of project owners during the construction and their corresponding responsibility, scientific organization structure and the high importance of system management.Next, the paper pays attention to the internal control of the large-scale expressway project management from the angle of relationship among government, the project owners, supervisors and constructors. And I construct the incentive mechanism of government-to-project owners, project owners-to-supervisors, and project owners-to-constructors with game analysis.On the former basis, the paper studies the construction and operation of agent-construction system of the large-scale expressway from the view of organization design, communication, and process management. Organization design is based on matrix organization. Communication is constructed by CIO system management. Process management includes schedule management, quality management, cost management and risk management. Based on the analysis of expressway construction project management of external environment including the macro and the industrial environment, the paper arises market environment protection measures from macro environment, supervisors market, constructors market and bidding market.Finally, the paper takes the YINGRUI expressway construction project as a case study. To realize the optimization of YINGRUI expressway construction project management mode, it puts forward the measures of internal management and process control based on the former conclusion.
