In this paper the maritime affair bureau human resources as the researchobject, according to the related theory of fuzzy mathematics establish human resourceconfiguration model, so as to determine a reasonable human resource structureconfiguration scale, improve the matching degree people, and to form a set of practicaland a comprehensive set of combining the optimization scheme.First of all, in the present research situation of domestic and foreign to collect andarrangement, and on the basis of analysis of domestic and international scholars for humanresource configuration of the research methods and the results; For human resources andmanpower resource, the paper defines, determine the basic principles of human resources;Distinguish between clear concept and fuzzy concept, this paper introduces the fuzzy setmembership function and construction method.Secondly, in the overall analysis of national maritime bureau human resourceallocation situation, and on the basis of analysis of the current situation of human resourceof cangzhou maritime affair bureau and the main problem.Again, according to the fuzzy entropy and the maximum entropy theory base,establish human resource structure evaluation model and their advantages anddisadvantages are analyzed; Combined with the maritime affair bureau characteristicsbuild evaluation index system, using the fuzzy comprehensive evaluation method toestablish the people and their advantages and disadvantages are analyzed matched model.Finally, combined with the specific situation of the maritime affair bureau cangzhou,cangzhou human resources structure of the maritime affair bureau after evaluation, andfurther to the maritime affair bureau cangzhou people evaluate the matching degree, andputs forward the scheme of the human resources.
