Study Of Grids Management Model For The Marine Department At Weihai Maritime Safety Administration

The development of China's shipping market is very rapid, and after entering the 20 th century, port capacity on the scale and the water has already beem the world's highest level. With the scale and capacity of Weihai port increasing greatly,shortcomings of traditional and extensive maritime management mode gradually revealed. Beening an important member of the Shandong Peninsula Economic Blue zone, it undertakes the implementation of national ocean development and the important role of regional coordination development strategy. As the most important and major sea-related activities platform, Weihai Maritime Administration takes form of traditional extensive management, lacking in using advanced mangement ideas, techniques, and so on. This paper takes Weihai Maritime Administration as targete, analysing of management mode of the Weihai Maritime Administration on the basis of the status quo. Respectively, from the political and legal levels, we conclude reasons of current problemst and proposed the challenges faced by the current management mode. Combined with the grid management concepts, this study discusses the feasibility of grid management in Weihai Maritime Administration, making scientific classification grids as basis and construction of the information system as he core of the modern grid management model.Meanwhile, in order to advance the Weihai Maritime Administration grid management mode, corresponding safeguard measures are put forward.The discovery shows that the application of grid management for the maritime supervision can effectively reduce the water transportation risk and maximize the effectiveness of maritime supervision so as to form a new grid management pattern with efficient operation, rapid response and convenient service. Grid supervision mode of implementation will promote the standardization of the Weihai Maritime Bureau. The findings of this paper have the model significance and strong operability for the scientific maritime supervision in the maritime department of the Weihai Maritime Administration and even the modern supervision of other similar Maritime organizations throughout the country.
