Since2007the American subprime mortgage crisis triggered a global financial turmoil,the influence although eased gradually to2010, but the crisis itself has not completely ended.Meanwhile, the impact of the crisis on the global economy also exists. To some extent thedomestic economy is running smoothly, but task of "curb inflation, guarantees the growth” isstill very difficult. Domestic commercial Banks should not only face the complex economicenvironment at home and abroad, but also the increasingly fierce competition of financialmarkets. With the rise of urban credit cooperatives, foreign capital banks and non-financialinstitutions, commercial banks will face more and more difficult situation. In thiscircumstance, commercial banks should pay mory attention to the important role of humanresource; and then improve their management level and business performance, for the sake ofsurvival and development. How to use the talent and manage scientifically, and mobilize theenthusiasm effectively to explore their potential, is the most urgent task for commercial banksto win competition and achieve sustainable development.This paper defines performance as the complex of behavior and result, by the mean ofthe analysis of staff performance and performance appraisal theory. And psychological factorsare added in the performance appraisal index system as the premise to performance. Inaddition, individual ability and customer service quality are used as appraisal indexes becauseof increasing non financial indexes. This will help the staff to enhance their individuals’ability and potential development. This paper design of five dimensions and20indexes whichcombined with the commercial bank tellers’ job responsibilities and work characteristics. Thecommercial bank employee performace indexes and setting method are expounded in detail.Taking the example of ten employees of the China Everbright Bank Nanchang Branch areselected as the research object, combined with the index system and their performance data;we can get the performance appraisal results of them by the grey decision.
