The competition of the countries allover the world focus on the science technology, because of the influence of all kinds offactors, the economy has been developing fast in our country after the reform andopening up policy, at the same time also occurred many disharmony situations—Sincethe1990s, the situation of “The Strong in the East and the Weak in the West” of theeconomy is becoming more and more obivious.
