The Governance Of Industrial Discrete In Industrial Park

The construction of industrial parks in China has been33years since the StateCouncil set up the Shekou industrial zone. During these years, the industrial park hasbeen playing a significant role in promoting employment, encouraging innovation andimproving national and regional competitiveness. However, there were some problemsin its constructing course, such as excessive construction of industrial park, viciouscompetition in investment, etc, which led to industry-discrete of many industrial park,such as too many industries in one industrial park, restricting the development of theindustrial park. Industrial parks’ development depends on the formation of enterpriseclusters, as a special form of organization, enterprise cluster play a positive role inintegrating regional resources and bringing regional resources’ synergy effect into fullplay. Using cluster strategy to guide the development of industrial parks is of greattheoretical significance and direct practical significance for enhancing thecompetitiveness of the park and realizing the sustainable development of the park.This paper studies on industrial park whose industry has a tendency to be discrete,based on enterprise clusters theory, enterprise migration theory, with combination ofpublic economics, land economics, game theory, expect to protect industrial park frombeing industry-discrete by ways of government regulations, and make its agglomerationand optimization development.First, the paper reviews enterprise cluster theory, including the basic concepts ofenterprise clusters, classifications, characteristics, risks and development promotions, etc;at the same time, this paper explains the concept of industrial park, and reviews thedevelopment course of China’s industrial park and the existing problems; in addition,from basic concepts, theory school and model three aspects to comb the enterprisemigration theory. Then, this paper analyzes reasons that led to the excessive and over sizeof industrial park, and thus gives explanation on formation mechanism of industrial parkwhose industry were discrete from the perspectives of government and enterprises. Then,from the views of value creation process and the regional environmental, this papersummarizes the competitive advantages of the industry-agglomerated industrial parkcomparing with industry-discrete one. Further, from a macro-perspective of policy systemand policy measures, this paper designs industrial agglomeration policy in order topromote the formation of agglomeration industrial park. Finally, as for the non-agglomeration layout of enterprises in the industrial park, based on the number ofgovernment involves in, this paper divides it into two cases of local industrial layout andthe two local governments competition, under the assumption that enterprises and localgovernments maximize their benefits, by constructing a mathematical model, this papersystematically analyze enterprise’s migration and new-construction options, put forwardcountermeasures for local government in order to achieve the goals of effectiveprevention and governance enterprise non-agglomeration phenomenon in industrial park.This article provides a probing way to protect industrial park from beingindustry-discrete, make its agglomeration and optimization development, which hasimportant theoretical value in filling the theory blank, it provides theoretical bases forformulation of government policy, guidance and promotion of park resourcesoptimization and promoting regional economic development, it also has great practicalvalue in promoting industry linkage and formation, encouraging innovation andenhancing competitiveness.
