Low Carbon Economy Development In Xinjiang Analysis And Strategic Choice

At present, Xinjiang is accelerating industrialization, urbanization andagricultural modernization, energy demand is in the stage of rapid growth,"development emissions" is unavoidable. Economic entities is the second industry,industrialization proportion is unbalanced, high energy, high-polluting industrieshave a larger proportion of increased "high carbon" characteristic of the Xinjiangeconomy. In2009, carbon emissions of Xinjiang is48,444,870tons standard coal(ranked20), although carbon emissions is few, but have a fast increasing growth rate,the average annual rate is19.15%from1978to2009in Xinjiang, much higher thanthe national average of13.39%; carbon emissions per ten thousands GDP is large, at2009, it is1.711734tons of standard coal, more than three times the national average.Xinjiang is the more economically backward provinces, economic development isfirst, but with the strong support of national policy, has brought rapid economicdevelopment is bound to the Xinjiang carbon emissions by a substantial increase. Itwould appear that the development of low-carbon economy is a big challenge forXinjiang, this paper tries to find out a development path suitable for Xinjiang’sspecial circumstances, and make policy recommendations.This article is divided into five sections: Introduction, introduces the researchbackground of the paper, the significance of the study to determine the researchobjectives and content, and clarify the ideas and methods. In the second chapter,introducing Xinjiang’s economic development status and highlights the industrialsector. Chapter III, analyze the relationship of energy consumption, economicgrowth and carbon emission in Xinjiang I, and make the pulse response diagram. Inthe forth chapter, first construct the evaluation index system of regional low-carboneconomic development level, then the matter with the other typical regions. The lastchapter, analyze all aspects of the development of low-carbon economy in Xinjiang,summarizes a variety of strategic portfolio, then proposed the policyrecommendations.
