Housing problem is concern issue of a nation. The government is activelyexploring new housing safeguard model to solve the sandwich layer’s housingdifficulties of a city. Public rental housing came into being in this context. Public rentalhousing as a kind of innovative practices of perfect China’s affordable housing system,whose study focused on the macro policy research, but, which lack of systematic,specific research. In the current background of speeding up the construction ofaffordable housing, how to solve the problem of public rental housing running links andhow to establish a scientific and reasonable public rental housing operating mode isvery important.This paper begins with the research about rent situation from China to abroad. Onthe basis of predecessors’ research, this paper puts forward the concept and thecharacteristics of public rental housing, and describes some basic theory, providestheoretical support for the further research. Secondly, this paper analysis all kinds ofproblems in the operation process of public rental housing. This paper divides the publicrental housing operation mode into financing mechanism, raising mechanism, accessdistribution mechanism and operation management mechanism from microcosmic anglefor research. Raising mechanism introduces all the expand the raise way and predictspublic rental housing demand through grey system combined with per capita Xi’an cityand town housing area of new employment population and related data during "12thfive year plan "; In the financing mechanism this paper introduces the traditionalfinancing model, put forward the new financing mode, and assesses specifically theeconomic targeted at BT+REITS financing model; A new solution is introduced in thewhole process of access line access and calculation and queuing order is put forward in the access distribution mechanism; In operation management mechanism researchesrent management, property management, exit management and supervision andmanagement. Finally, give some advice about perfect China’s public rental housingpolicy.Through research and analysis, it is concluded that the public rental housingdemand during12th five-year plan, determined the access line, established the queuingsort model, put forward the idea of rent pricing, to solve the public rental housing in theoperation of the main problems appear provides a new vision. Also in this paper aboutpublic rental housing in our country has certain theoretical reference value and practicalsignificance.
