Public rental housing is for marginalized groups that can not meet the eligibilitycriteria of low-rent housing, the purchase terms of affordable housing and limitcommercial housing, among low-rent housing, affordable housing and limit commercialhousing. Public rental housing system achieves the comprehensive coverage oflow-income groups and improves the indemnificatory housing system, but faces manyconfusion problems about the allocation mechanism, such as not clearly defined ofgovernmental functions and security object, audit mechanism as dummy, lack ofscientific waiting allocation system, that largely restricted to public rental housing toplay the security function and role. Therefore, the establishment of long-term,sustainable allocation mechanism of public rental housing security system is importantand difficult.Based on the theory and practical experience of foreign public rental housingallocation mechanism, the analysis of allocation status quo of public rental housing insome cities, the paper investigates and establishes a line with national conditions ofpublic rental housing allocation mechanism to solve the "sandwich class" housingallocation problems. From the subject, object and other components of allocationmechanism of public rental housing, analyze the necessity of establishment of allocationmechanism of public rental housing. According to the principle of allocationmechanism of public rental housing, choices the dynamic balance combination model ofdynamic balance of fair, efficiency, effective protection, establishes the operation modeof allocation mechanism of public rental housing allocation mechanism. Through themarket to promote the external efficiency of allocation mechanism of the public rentalhousing, through the intervention policy and public service functions of the governmentto achieve the internal operation efficiency of allocation mechanism of public rentalhousing; in the condition of focusing on the equity and considering the difficulty level,formulates a “four audits, three publicity” model, adopts allocation process aboutclassification waiting system of the combination way of Shiwupeizu and monetarysubsidies, to realize the fair distribution of public rental housing; establishes the perfectlegal laws and regulations system and defines the distribution range of the object, torealize the effective protection; choices subsidizing mode through three market housingfiltering model, discriminates and chooses the subsidizing mode of the two "sandwich class", according to income levels, market rents, cost price, location, transportation andother factors that restrict rent pricing, establishes rental pricing formula by delphimethod and analytic hierarchy process, to realize dynamic adjustment.
