During more than 30 years since the Policy of Reform and Opening up was introduced, the extent of the marketization of Chinese Economy has been remarkably improved. At the same time, state-owned enterprises which play an important role in the social economic, are going through sever transformation. A corporate of China Railway Materials (hereinafter referred to as:A Corporate) is a typical large state-owned enterprise. Building up a scientific development strategy is an urgent mission for A Corporate.Along with economic development and technological progress promoting the formation of global markets and information networks, enterprises that faced with the requirements to meet the diversity of customer needs are facing increasingly fierce market competition. Facing the fierce competition under the market environment, it becomes particularly important for enterprises to develop and carry out a development strategy for high level of service and competition capability.The social division of labor emerge and grow bring the Enterprises for Materials favorable chances as well as challenges. To achieve the sustainable development of A corporate, the paper analysis the A Corporate vision, mission, core value, the external environment and internal conditions. Based on the external Opportunity and threaten, this paper establishes the strategic positioning on the core business and the logistics business.PEST analysis is used to identify the externally macro-environment. The SWOT analysis of strategic environment for the development of A Corporate capacity, which is used to position the capacity development strategy. We use Five-force competition model analyze A Corporate development factor considered in the existing company basic situation and identify the opportunity and threatens at every business area that A Corporate operate. On that basis, combining the resource and ability of A Corporate, we research A Corporate advantages and disadvantages at developing core business area and logistics area. Combining A Corporate vision, mission, values and SWOT analysis, we develop A Corporate development strategy and make further efforts to produce the competitive strategies and function strategies. In respect of competitive strategy, we consider that the corporate should give consideration on focused and differentiation strategy on the core business, while the function strategies are relate to business readjustment, human development strategy, investment and financing strategy and informatization construction strategy.To ensure the effective implementation development strategy, we make further efforts on making supporting measures according to corporate level, business level and function level. In this way, the development strategy could be implemented and the corporate can achieve sustainable development.
