Compilation And Empirical Analysis On Index Of Low Carbon Economy

The development of low-carbon economy has already been a trend and strategychoice for the main countries all over the world to cope with climate warmingproblem, therefore, some developed countries or regions, such as Europe andAmerican and Japan as well, have set out to explore low-carbon economy. Plenty oftheoretical and empirical researches on low-carbon, which is warmly rewarded andrespected, have been dramatically proceeded worldwide, however, the referencesin-depth going into synthetical evaluation on low-carbon is a little far from rich. Whatis more, the rationality and systematicness of index system of low-carbon stillremains to be observed and studied. So, in this paper, we systematically researchedthe development status of low-carbon of the nation and the31provinces by means ofsynthetical evaluation from the theoretical and emp irical aspects respectively, whichmakes some certain theoretical and practical sense.Firstly, based on reading and summarizing some relative references, the authoridentifies several concepts which is related to low-carbon, and gives an overallappraisement on the existing research achievement of low-carbon index system, thenput forward the principal, thought and framework of the low-carbon index, giving outa concrete explaination on every indicator.Second, we explain the overall idea when synthetically evaluate the national andprovincial low-carbon status, and supplement a few indicators if there are any missingvalues, and emphasize the elaboration of calculation of the two important indicators.In addition, we expound the detailed process of positive change andnondimensionalization, and adopt the Combination of Subjective and ObjectiveWeighting Approach and Vertically Scatter-Degree Dynamic Synthetical EvaluationApproach to appraise the national and provincial low-carbon status respectively.Finally, we make an empirical study of the two aspects of nation and provinces.As for the31provinces, we focus on the horizontal comparison to find the differences,while as for the nation, we emphasize the dynamic low-carbon development statusfrom the year of2007to2010. At the last part of this paper, some policyrecommendations are brought forward, which aim at the national and provinciallow-carbon development, and at the deficiency of existing energy, environment,economy and technology, etc. when they are used to appraise the low-carbon.
