Study On Rural Residential Land Consolidation Decision Mechanism Based On Stakeholders

Rural Residential Land Consolidation is a useful attempt to manage the rural land under the new situation and an essential measure to achieve efficient allocation of land resource,it can improve the rural production and living conditions.As the socialist market economic continue developing,the interest demands of stakeholders appear the characteristic of complexity and diversity,the aim of the rural residential land consolidation decision is to maximize the public interest and social utility.From the perspective of decision stakeholders,the goal of analying and summarizing the rural residential land consolidation decision is to make the rural residential land consolidation adapt to the new social requirementa and improve the level of decision.The rural residential land consolidation decision mechanism reflects the interaction and relationship between the decision stakerholders.Using the theory of economic ang game,studying the interaction and relationship between the decision stakerholders,divides the interaction and relationship between the decision stakerholders into showing preferences,interest game mechanism,evaluation mechanism in three aspects.First of all,the paper summarizes the theory of the rural residential land consolidation decision,then analyzes the the relative domestic and overseas research,defining the core concept of the study.Secondly,the paper intrduces the syetem of the rural residential land consolidation decision,the inscape of decision mechanism,the decision process and the analysis of the decision mechanismThirdly,chapter four analyse the showing preferences mechanism.Based on the theory of stakeholders,the stakeholders of rural residential land consolidation decision mechanism depend on four key elements:the relevance of interest,the capability of interesrs demand,the degree of decision-making relevance,the consequence of decision making.According to the four key elements,the stakeholders of rural residential land consolidation decision are classified as five kinds:the decision-making system of central government,the decision-making systemof local government,the competitive decision makers,the disadvantaged decision makers and the skilled decision-making professionals.Then,analysing the behaviour of the central government,the local government and the citizen of the land consolidation area.And confirming the contradiction and the reasonsof the contradiction between the stakerholders of the rural residential land consolidation decision.Fourthly,chapter five analyses interest game mechanism.This paper establishes the analytical framework of the central government,the local government and the citizen of the land consolidation area.The result indicates that the reason of local government violating land consolidation policy is the dilemma between the land supply and the economic growth.In sure to satisfy the demands of the stakeholders,the central government should encourage the local government to innovate the land consolidation policy to ease the dilemma in the rural residential land consolidation.The local government and the citizen of the land consolidation are the chief participators,so the key of the rural residential land consolidation is to coordinated handle the relationship between them.The local government is the actual executor and decision maker,so the local government will neglect social utility as the conflict between the public interest and the group interests.The citizen of the land consolidation area fouce on the personal interests.Therefore the policy should coordinate the relationship between the local government and the citizen of the land consolidation area.Finally,chapter six analyse decision evaluation mechanisms.This paper build up the performance appraisal syetem of the rural residential land consolidation decision mechanism with the four element:the utility of standard.the utility of society,the utility of justice,the utility of economy to perfect the syetem of the rural residential land consolidation decision.
