Research On Rural Residential Land Consolidation Based On The Perspective Of Peasant

Our country is in the process of rapid urbanization, and we demand a great of urban construction land. Land has a strong "urbanized" impulse. The quantity of cultivated land decrease gradually, and the land use of our country rural residential areas exists the problem of low land utilization rate and messy layout, in contrast to urban construction land index tension, high construction density, high volume rate. At the same time, peasants’living environment is poor, and very clashes with urban development of the modernization. Chongqing is located in western China, and set the "big cities", "big rural" features at a suit, so the use of rural residential are is not optimistic. Not only the per capita area is relatively large, but also the problems of one household owning multiple housing lands and hollow village are serious. Influenced by landform, rural residential areas of Chongqing has been in the natural state of expansion, and present punctiform distribution, not only make rural infrastructure and public service facilities difficult to form scale, intensive use, the farmer’s production and life conditions are also wicked, the dirty, disorderly and poor rural environment have seriously restricted the farmers’ living standards rise further. In this context, in order to make the urban and rural areas as a whole for land use, and improve the rural production and living environment, Chongqing, the urban and rural areas as a national synthetically reform testing district began to develop the rural residential land consolidation. But for a long time rural residential land consolidation pays more attention to the internal tapping rural residential areas to increase construction land index, but ignore the will of peasants to participate in rural residential land consolidation and whether rural residential land consolidation can really improve the welfare of the peasants or not. Therefore, the scholars even questioned rural residential land consolidation is the deprivation of the peasants’ interests, and could lead to further expand the wealth gap between rural and urban areas. So the current study of rural residential land consolidation based on the perspective of peasants has far-reaching theory and practical significance.This paper summarizes the previous research results, and synthesized the theories of sustainable development, location theory, land supply and demand theory, uses the literature methodology, questionnaire and interview method, mathematical model method, chooses Chongqing Beibei as the study area, investigated the farmers’ will of participating in rural residential land consolidation, and compared farmers welfare before and after rural residential land consolidation, found out the main factors that influenced the peasants’will of participating in rural residential land consolidation. By comparing, it shows that the rural residential land consolidation has a positive meaning in improving peasants’welfare, and put forward some policy suggestions to further promote rural residential land consolidation work. The article can be divided into four parts:The first part is the literature review and chapter 1 introduction. Literature review mainly analyzed the domestic and foreign research progress of introduction; The introduction of this article introduced the research background, the research purpose and meaning, research methods and technical route, the novelty and the key problems that plans to solve and the study area and data sources.The second part is chapter 2, the theoretical basis. It is mainly to define the related concept and then the theory basis.The third part is the core of the article. That is chapter 3, chapter 4, and chapter 5. Chapter 3 mainly expounds the general situation of research area, and designs research ideas and lay the foundation for survey. 3.4 makes the data sample descriptive analysis on the base of dates that the questionnaire 2 collected; chapter4 with Logistic model quantitative analysis the main factors that influence the peasants’will of participating in rural residential land consolidation; Part 5 compared farmers’welfare through contrasting the peasants’welfare before and after finishing rural residential land consolidation.The fourth part is chapter 7 and chapter 6. Through the analysis of the third part, in chapter 6, the author put forward policy suggestions that boost the development of rural residential land consolidation work based on the perspective of peasants; Chapter 7, at the conclusion of the whole study made the following conclusions:1. The main factors that influence peasants’will of participating in rural residential land consolidation are:education degree, the average per capita income, the number and situation of rural housing, the cognition of the rural residential land consolidation, the preference to the resident mode, and credit support. Gender, age, family population, the psychology of blindly obeying, superstitious psychology and human relation have no significant influence to peasants’ participation in rural residential land consolidation.2. After rural residential land consolidation, the peasants’ income raised, the living environment is greatly improved, peasants enjoy the relatively perfect infrastructure, and amateur cultural life is more abundant. People have more opportunities to find jobs, and have more likelihood of development. It is more convenient for them to go to doctor, and peasants’welfare level is significantly higher. But the rural social security system is not perfect, non-farm jobs still lack, employment training system has not been set up, the possibility of the peasants is still at low level. In addition, peasants’amateur cultural life still shows as single, and should be further rich.3. From peasants’ visual angle, in order to promote rural residential land consolidation work smoothly, it is advisable to take the following measures:strengthen policy propaganda, to improve peasants’ cognitive level; Completes the farmer employment training, to improve the farmers’income level; Perfect credit service system and provide financial support to the rural residential land consolidation; Planning for implement, and adjust measures to local conditions for rural residential land consolidation; Perfect rural social security system, to promote the "consolidation" work to develop fast; Rich villagers amateur cultural level, and improve the farmers’ living "happiness"The innovation of this paper lies in:using bottom-up train of thought, based on the perspective of farmers, study by investigation and questionnaire investigation, and not only research on the macroscopic aspect such as potential driving force, potential, model selection, evaluation of the suitability like previous scholars. But affected by time, human, material and the author’s limited ability, the research area of this paper is small, the result lacks comparative analysis of different areas, and the scope of application of the results is small. All these need scholars’further improvement.
