Since the last century, the environmental crisis to human survival and development pose a serious threat and great challenges, the environment has become and peace, development in parallel with one of the world’s three major themes. Atmospheric carbon dioxide emissions surge, causing climate constantly change, the world average temperature rise, and the greenhouse effect obviously, people have been constantly over-development, breaking the balance of the environment, environmental degradation, the world economy had a significant impact Therefore, carbon dioxide emissions has become a focus of human attention. Production and operation of the carbon emissions generated by a key link in the process of procurement as a core production operations, the correct decision will directly affect the operation of the entire enterprise and supply chain carbon emissions. Therefore, the urgent need to study for the procurement of low-carbon supply chain optimization decisions.Based on the materials of the carbon emissions are classified as low-high three cases, with ABC classification of materials, procurement of materials to build a policy model, the materials classified in nine categories, and detailed analysis of these nine categories of materials procurement strategy features. This model as the basis of the procurement strategy of the case studies.Also, consider the carbon emission factors, this paper also built with multiple suppliers and buyers a variety of products as the goal, to purchase carbon emission cost, quality, delayed delivery of constrained multi-objective optimization of mixed integer programming model for the procurement and carbon emissions through the numerical example of the impact of business decisions to optimize procurement, which for enterprises to develop low-carbon supply chain, purchasing decisions is important.
