Research On The Central Enterprise Managers Internal Cultivating System Based On The Competency

Reform of institutional mechanisms on senior management in central enterprise by SAC (State Assets Administration Committee) indicates that the state-owned enterprises in our country will have further reform. With the development of knowledge-based economy era and the aggravating market competition in the world, companies think attracting and cultivating outstanding talents as their greatest competitive capital. There are two ways of external selecting and internal training in terms of talents cultivation, but an increasing number of enterprises prefer to internal training because the results of external selecting have a series of problems such as the talents could not adapt to corporate culture and the atmosphere, reduce enthusiasm of the staff. Based on the model of managers’competency by SAC, this paper thought the managers of the central enterprises under the SAC as research object and then referenced literature and interviewed experts, thus established internal training system which based on competency for central enterprise managers.Firstly, by referencing literature and interviewing experts, this paper got the situation of cultivating managers in large enterprises both domestically and abroad, and then identified and analyzed the deficiencies and problems that exist in china’s central enterprises in terms of cultivating managers. Secondly, based on the research of managers’competency indicators by SAC, we got46specific behavioral indications after behavioral decomposition, and then classify them by KSAO model. According to different types of indicators, appropriate training methods were utilized, thus internal training system based on competency was established for central enterprise managers, as well as proposed relevant measures to ensure this system could be implemented well.
