Study On The Existing Issues And Countermeasures For Landless Farmer Pension Insurance In Changchun

With the acceleration of the process of urbanization, a bulk of land is requisitioned. As aresult, the landless farmers are becoming more and more, most of whom have neithertechnique nor speciaty. How to get employed and how to increse incomes to survive hasbecome a big question for them and also the worries about how and who to provide thepension for them.Therefore, how to solve this problem properly concerns about not only thesound development of the process of urbanization, but also means significantly to the goalof"holding growth, maintaining people’ s well-being, keeping social stability.Through the studies on the viewpoints concerning the pension insurance for landlessfarmers written by relevent scolars domestic and abroad, the author knew the designprinciples on making pension insurance policies for landless farmers, and clearified the factsthat the policies should be made based on four aspects: appropriateness of the policies, thesustainability of the policies for the qualified ones, the variaties of the insurance and theircorrespondence to family pension.The government of Changchuan has already realized the fact that landless farmers is thekey factor on influencing social stability as early as2004, so it organized specializedmanpower to study the policies on pension insurae nce for landless farmers,but due to thefinancial strength limitation, it could only solve the problem for ones whose land had alreadybeen requisitioned. With the delelopment of economy and financial strength, the govermentallows each county or city district to reseach on the policies which are suitable for itsown,approves by sequence two districs-High Technology and Chaoyang to modify early pensioninsurance policies in their own districts in order to find a better solution to the landlessfarmers’ pension insurance issue in Changchun. The government carried out a policy to makeall districts aligned based on the comprehensively summarization of the three policies, whichis still not sufficiently to satify the requirements proposed by the landless farmers.The paper, for the first time in domestics and abroad, proposed to establish "landannuity" system,that is, supplimentary insurance for landless farmers is a kind ofsupplimentary pension insurance for the viliage committee(committee that set up afterdissolution of villages and establishment of residential quarters) and landless farmers older than16year old to improve their living level based on policies and economical contition ofthe villiage committee besides current policies, which is the creative point of the paper.The paper researched on the four current policies on landless farmers pension insurance,combining quantative and qualative, comparative and empirical analysis methods together,focused on the difficutlties in recognition of identity for the landless farmers, confirmation ofthe publishing date for post of land-requisition, cpmparable low level in pension, potentialrisk in fund absence, lack of accrucy in policy design, value maintenace and appreciation forinsurance fund, no provisions of risk prepared in advance, and towner-oriented, etc.at thesame time, learning the sucessful experience from Shanghai, Suzhou, Hefei,Chongqing,Shenyang,Beijing, Herbin and Qingdao on landless farmers pension insurancemode, proposed to build up land annuity, to set up indentity recoginition team to correctlydefine landless farmers, to fix uinified standard for insurance, to set up mechinism forpension insurance adjustment, to establish provisions of risk, to introduce accurcy into thereaserches on policies, to balance urban and rural policies and to perfect the current policiesand advice on landless farmers in Changchun.The paper contains four chapters:Chapter1introduction. This chapter makes an introdution on the reasearch backgrounds,meanings and current status demestically and abroad, the train of the research andexplanations on its creative point.Chapter2relevent theories concerning landless farmers pension insurance. This chapterdefines the concepts,characteristics and meanings of landless farmer, pension insurance andmulti-level pension insturance system, explains the relevent thoeries on social pension forlandless farmers.Chapter3By introducing the basic conditions of landless farmers in Changchun, thischapter explains the reasons for the phenominon of four policies existing simulteniously inChangchun, and makes comparisons and analyses among them.Chapter4Learning from the sucessful experince in8districts, this chapter proposes theideas to perfect policies in Changchun and for the first time, put up with the idea of landannuity for landless farmer, by which they can set up supplimentary pension insurance forthemselves.
