The Research On Issues Of Industrial Development And Resource Utilization In Jilin Province

China’s economic construction has achieved universally success by more than30years of reform and opening to the outside world, with close to10%for averageannual growth rate of GDP, the per capita of which has been over$4,000in2010.However, behind the second total GDP in the world, there are lots of problems thatcannot be ignored. In the past, China’s economic development primarily relied on theextensive model of "high investment, high yield, high consumption", which can’tmeet the requirements of sustainable development. Many problems, includingunreasonable industrial structure, waste of resources, will be generated together withthe economic growth.The formation and development of industrial structure in some area has highcorrelation with the resources there. For instance, the formation and development ofthe industrial structure in some area will interact with the endowment of resourcesthere.Resource endowment in some area can be seen as a measure of resourcesbearing capacity, the largest population in the region. So it is limited. However,ignoring the link between resources and simply splitting them will be an inaccuratetreatment, for the resource system is a whole system. There are a certain relationshipsamong three industries. Each of them is directed related to its subsystem of resources,for example, the primary industry relies more on natural resources, the healthydevelopment of the second industrial can well reflect the status of the economicresources, and the development of the tertiary industry is a good characterization ofsocial resources. Selecting Three Industries as the research index is an effectivemethod to avoid damaging integrity of resources system for they are the outcome ofthe interaction with a variety of resources, not only one kind of resource.The calculation of resource bearing capacity and can be divided into comprehensive carrying capacity and relative carrying capacity. The method ofcomprehensive carrying capacity studies on a certain region’s bearing capacity tomaintain basic human survival and development limit at a certain time, under certainconditions, such as the available quantity and quality of the resources. The number isan absolute value, which primarily depends on objective properties of the resourcessystem. So this value has a certain degree of certainty and stability. On the other hand,the method of relative carrying capacity of resources selects a certain region as areference area to calculate the value, and the selection of different reference areasplays a decisive role for the final results. The number is a relative value withoutcertainty and stability.This article takes Jilin province as the investigation area and respectively selectsnational and Liaoning province as the reference areas, with the method of relativecarrying capacity of resources, to evaluate the development status of all the industriesin Jilin province in recent years. It comes to the conclusion that Jilin province has theadvantage to develop the first industry, has a large gap with developed area in thesecond industry, and has quite a low level in the development of the tertiaryindustry.With the deep exploration of the areas in nature, history and policy, thisarticle finds that there are deep reasons for the status of current industry developmentin Jilin province, and the current development situation of the industry of Jilinprovince will also affect the utilization of resources in the development of the localeconomy. This article aims to estimate the relationships between the proportion ofeach industry and the energy consumption for every hundred million of the GDP, bybuilding models and selecting data to do regression analysis. And it comes to theconclusion that drawing lower proportion of the secondary industries and promotingthe tertiary industry in Jilin province will have great significance to save the energyconsumption and improve the efficiency of resource use.Above all, based on the analysis of full-text and data estimation, the principles ofresearching on problems and solving problems, and the aim to optimize thedevelopment of industrial and to improve the efficiency of resource use structure in Jilin province, this article presents the following corresponding suggestions:(1)consolidate the dominance of primary industry;(2) improve the quality of secondaryindustry in the way of new type industrialization;(3) accelerate the pace ofdevelopment of the third industry;(4) change the functions of government;(5) fullyplay the role of colleges and universities with paying more attentions to personneltraining.
