Since Chinese policy of reform and opening-up, East Coastal Provinces have attracted the investment from "Four Asian Tigers" and American&Japanese labor-intensive industries, because of advantaged natural conditions, position advantage and preferential national policy etc. in these regions. After thirty years of development, the economic development level the eastern coastal provinces improved a lot than inland, and the regional industrial structure presents gradient characteristics and economic development presents unbalanced situation in East, Middle, West. It requires that we should transfer the Eastern labor&resource intensive industrial to the Midwest as soon as possible, make enough space for high value-added competitive industries, to alleviate the Eastern population, resource and environmental pressure and further promote the optimization upgrading of industrial structure. Since entering a new century, the central region investment environment is obviously improved with the implementation of the central rise strategy, which creates more opportunities for regional development, together with its abundant labor force, natural resources and broad market in central regions, which provides a new way for the industry with development dilemma in Eastern regions.Since the90’s mid-late of last century,"three-dimensional rural issues" is becoming a national problem; the rural surplus labor flow is an effective way to solve "three-dimensional rural issues". The Mid region is undertaken the industries transfer, providing an opportunity for transferring the rural surplus labor force, and providing the most realistic way for promoting the industrialized level. The exist and transfer of rural surplus labor, as the companion of industrialization, is the inevitable result of economic development, is a necessary transition process from agricultural society to industrial society for one country or area. Since a new round of " laborer barren" in the beginning of2011, the rural labor force presents a new flow trend; the mainly labor force export is gradually shifted towards mainly local transfer in Midwestern underdevelopment regions, local labor transfer scale is greatly improved in many provinces. The momentum of rural labor cross-flow will slow down, the reasons are: from the view of flow source on the one hand, the Midwest is strengthen to increase undertaking industrial transfer, business is accelerated development, and labor force inducting ability is enhanced; from the view of flowing in on the other hand, the eastern coastal regions is gradually executed to transfer from the labor-intensive industries to capital&technology intensive industries, foreign labor absorb is slowed down; furthermore the Midwest rural development depth&breadth also can solve a large number of rural surplus labor forces.China’s comparative advantage of labor cost is changed accompanying with the new trend of labor force flows. The development of labor-intensive industry lost low labor cost advantage, leading our industrial structure to be transferred&upgraded imminently. However, our labor transfer process has not finished from the view of labor factor endowment, now rural surplus labor is still in the state of supply exceeds demand, low labor cost comparative advantage should be kept. It requires us to change the existing economic development strategy, transit the economic growth mode, do the regional industrial transfer and upgrade, implement labor cost advantage transferred between the eastern developed area and center-west region, and promote regional balanced development. It is particularly important for us to study mid-area labor force flow pattern, guide labor force to be reasonable and orderly flow in this situations. This article is going to study the new pattern of central rural labor flow mainly from the macroscopic and the microscopic two parts; from macroscopic part, to illustrate labor flow trend under the background of industrial transfer, from the space characteristics and industrial distribution characteristics of labor flow; from microcosmic part, to get relative data through field investigation to under developed county regions, using the Logistic model to analyze influencing factors of labor flow, finally achieve the relevant policy recommendations.
