| Rural land consolidation is an important measure to achieve the dynamic balance of total cultivated land and food safety in China.It plays an active role in improving the quality of cultivated land,increasing the quantity of cultivated land,promoting the adjustment of economic structural and improving the ecological environment.As a direct user of farmland,farmers' production and management directly affect the effective use of agricultural land,improve the efficiency of agricultural production,ensure food security and increase the welfare of farmers,which is also an important goal of land consolidation.Therefore,analyzing the welfare effect of land consolidation projects from the perspective of farmers can truly reflect the effect of agricultural land consolidation.On the basis of the summarization of welfare measurement at home and abroad,the welfare of farmers,and land consolidation and so on,the paper has established research direction.Based on the Amartya Sen's the theoretical framework of Capability,the study has constructed the index system of the functional activities of the four aspects of family economy,production conditions,environmental conditions,psychological conditions,and determine the weight of evaluation index by using AHP-entropy method from the perspective of farmer.Furthermore,a cloud model of fuzzy evaluation method was established to synthetically evaluate the effect of land consolidation.Taking the project of 7 villages and a farm of Qianfang Town,Jinxian County as an example,the study has drawn secondary welfare effects of cloud pictures and comprehensive welfare effects cloud picture,judging the level of farmland consolidation welfare in family economic conditions,production environmental status,psychological status and comprehensive welfare level in the project area,and finally has put forward suggestions to improve the welfare of farmers.The main conclusions are as follows:(1)The comprehensive welfare effect of the land consolidation project in seven villages and a farm,is between "general" and "good",and is closer to the "general" level.The welfare effect of peasant household's family is between "general" and "good",but it is closer to "general" level.The welfare effect of farmer's production condition is between "general" and "good",but it is close to "good" level;the effect of peasant household's environmental welfare is between "general" and "good",but it isclose to "good" level.The psychological welfare effect of farmers is between "general" and "good",but it is obviously close to the "general" level.(2)From the first level evaluation of cloud's digital characteristics,environmental condition expectation > production condition expectation > family economic expectation > psychological condition expectation.The reason is that the project is a high standard basic farmland construction project.The land consolidation is strictly designed and implemented,so the land regularity and the agricultural landscape have been greatly improved after the land consolidation.Farmers perceive sensitively in these two aspects.The expectation of mental status is the lowest and the welfare effect of farmers is the worst,because the expectations of "respected" indicators are too low.It reflects that farmers' understanding and participation in rural land consolidation is insufficient.In the process of implementing the project,land managers do not pay enough attention to meet the desire of farmers to know and participate in the land consolidation project.(3)According to the cloud model parameters of the secondary indexes,the farmers' leisure time,road convenience,farmland water conservancy facilities,farmland guarantee and other indicators have higher scores.It shows that the accessibility of roads of field and production was improved after land consolidation,and the supporting facilities of agricultural production have been greatly improved,so that the production efficiency of farmers was improved and the time of agricultural production is greatly shortened.Therefore,there is a significant increase in leisure time.From the current rural land consolidation target,the quality of cultivated land is also relatively low,indicating that the project does not pay enough attention to improve the quality of land in the process of implementation.A comparative analysis of the index of cultivated land area with higher score indicates that there is a problem“more attention in quantity not quality” in the project.This information can provide suggestions for the land management and decision of the government and project managers.Therefore,we should pay more attention to the quality of cultivated land and the psychological aspects of farmers in the process of design and management of land consolidation projects. |
