China has piloted its new rural social endowment insurance, which is a major breakthrough in the establishment of a new endowment insurance with Chinese characteristics that is unified nationwide, urban or rural areas. It is a great social security project for China in the21st century, which is of great significance to expend domestic demand and facilitate world economic development in a balanced manner.Take the analysis of the barriers to the implementation of the new rural social endowment insurance policy as a starting point, this essay used the Smith policy process model and the theory of Advocacy Coalition Framework, and adopted the empirical and comparative analysis methods, and took the questionnaires and interviews as supports. The household survey among300respondents from6pilot townships in Henan Province provided a solid data to support this study. Through the statistical analysis of the survey data, this essay concluded that since the start of the first national experimental units of the new farmer’s insurance in2009, the implementation of the policy made a ground-breaking progress, and made staggered results in the insurance rates, the insurance number, and the collection and payment of pension. However, the rural economy is low and the regional difference is huge in the whole country, the traditional endowment concept is still strong in rural areas, the farmers are difficult to grasp the stability and continuity of the new farmer’s insurance policy, and the support mechanisms are not yet perfect for the new farmer’s insurance policy implementation, all these factors made obstacles to the fully implementation of the policy. This essay suggested that all levels of the government should seek a breakthrough in innovating the forms of propaganda, expanding cooperation channels, regulating the management system, improving the supervision mechanism, and the governments launch the new farmer’s insurance in line with local conditions at a appropriate time, which will be able to remove barriers for this new policy and help establish a social security system covering both urban and rural residents as early as possible.
