Research On Owner’s Risk Management Of High-speed Railway

The scale of construction of high-speed railway in China has become the NO.1in the world, and high-speed railway needs a long construction period, high technique, difficult management, involving many enterprises and cast investment. Therefore, there must be a lot of risk in the construction management process, and more influences to achieve the project objectives. The owner is very important to the whole construction process. Therefore, this thesis researches on risk management of high-speed railway as the owner’s view, has a very significance. the purpose of this thesis is to provide references of risk response to owner, and let more enterprises pay more attention to the risk management, thus improve the level of high-speed railway.Firstly, The thesis introduces the development Overview, characteristics, and related policies and systems of China’s high-speed railway, discusses the significance of this study, arranges on risk management, construction project risk management, risk management of high-speed railway from vast literatures. Secondly, the current state of risk management of high-speed railway is analyzed by finding information, researching literature and surveying, including discussing the effectiveness and the problems. Besides that, On the basis of foreign literature and analysis of cases, summarize the successful experience of foreign construction risk management, which provide a reference implementation to the risk management of high-speed railway in China, and then, according to the risk characteristics, risk identification from owner’s view, and risk factors are divided into external environmental risk, the owner’s internal risk, and the risk from the other participating units,, and risk factors detailed analysis by making a risk identification list. At last, on the basis of the above work, the thesis recommends on some polices to make a good environment of risk management, and the same time, details the implementation of risk response measures from the perspective of the owner.
