In addition to the basic pension, enterprise annuity is a pension system. Under the guidance of national policy, it is established by enterprises according to their economic strength and economic conditions and aimed at improving employees’retirement income and quality of life. Enterprise annuity is the second pillar of the three pillars in social old-age security system. In developed countries, enterprise annuity has made considerable progress. From the practice, enterprise annuity not only plays an old-age security role, also play a positive role in human resources management. The well-designed enterprise annuity firstly can attract more candidates and reduce the cost of the selection process. Secondly, it can help to improve employee performance and motivate employees to give full play to their full potential. Thirdly, it can give a promotion function and stimulative effect to the enterprise welfare system. Lastly, it seems to be a lubricant in the relationship between the enterprise and its employees. Currently, more and more enterprises establish and implement enterprise annuity. Enterprise annuity has become an important tool in modern human resource management and it is an important constituent element in enterprise welfare system. Under support and encouragement of government, since1991enterprise annuity has developed for over20years in China. In recent years, with the system continuous improved, the awareness of enterprises and employees to participate the enterprise annuity continuously strengthen and the enterprise annuity has been developed rapidly. By the end of2009,33.5thousand enterprises and11.79million employees had participated in enterprise annuity plans. However, although enterprise annuity has got rapid development in recent years, compared with other developed countries, the development of China’s enterprise annuity is still in its infancy and its practice time is not long. There are many imperfections whether in the system or in the operational management. As a result, it is difficult for enterprise annuity to give full play to utility in human resource management. It is a complex problem how China’s enterprise annuity can give full play to utility in human resource management and we should do long-term exploration and research on it. Combining with the human resource theory and social security theory and using qualitative analysis, comparative research and empirical analysis method, this paper is focused on the perspective of human resource management to research enterprise annuity. This paper is analyzed the utility of the enterprise annuity in human resources management and analyzes how U.S and Japan to make the enterprise annuity plan to adapt to the human resources management strategies in order to give some suggestions on China’s enterprise annuity. Besides, According to enterprise annuity practice in China, the paper puts forward what factors influent enterprise annuity to give utility in human resource management. And from enterprise aspect to discuss how to built enterprise annuity which has utility in human resources management. Through the analysis above, the paper offers some theoretical support for Chinese enterprises to carry out enterprise annuity plan and provides some valuable experience for the development of enterprise annuity in human resources management. The writer expects enterprise annuity can get more attention and approval in our country with more coverage and benefit more widely, so it can really play the role of the second pillar.This paper is started with the basic theory of human resources management and expounded the positive function enterprise annuity played respectively in recruitment, performance management, compensation and welfare and staff relationship. Then, this paper is analyzed and compared human resource management features in U.S. and Japanese and expounded the relationship between human resource management and enterprise annuity. Besides, this paper is summarized the experience of the United States and Japan and the reference for development of China’s enterprise annuity. What’s more, this paper is explained the current development of China’s enterprise annuity, analyzes what impact China’s enterprise annuity to play positive function in human resources management and give some suggests on it. Finally, through a case to discuss in order to make the issue be more specific and provides practical measures and suggestions. The conclusion is summarized the main results of this paper, points out the inadequacies of this article, and puts forward the prospects and ideas for future research.
