Guangzhou Inner port region has a long history, which makes a great contribution to promote national economic development, accelerate the prosperous economic development of Pearl River Delta, and meet the people’s cultural need. In these years, for the change of economic situation and the development of Guangzhou city, Guangzhou Inner port region is facing a new development phase, how to make sure the development of inner port region comes to a good cycle and positive and objective strategy position, is a very urgent problem to us.Guangzhou Inner port region mainly supplies energy, raw material, food, bulk goods, loading and unloading of containers; transporting service of travelers to GZ city and Pearl River Delta. Now we use recent years of statistics data of inner port to analyze, we come to the conclusion as follows:the capability of terminal is too small; the number of berths is decreasing; the throughout is withering gradually; the position of cargo transportation is changing; the function of terminal is single; the instruction of cargos is centralizing; the main instruction of terminal is changing obviously; the function of port is transforming gradually. Because of the special geography location of inner port, except for the influence of Microsoft factor, it is still restricted by some reasons as follows:the rapid development of Pearl River Delta’s economic and perfection of load internet are decreasing the source of cargos; the condition of port, road and city transportation control influence the transportation of port; the foundation of some port companies is weak; the conflicting of larger ships and deep waterway is restricting the scale of inner port to expand; the competition of nearby port is more and more sharply; the extensive development of port economic; high-added value is making the modern shipper service developing slowly.The development of inner port is facing some restriction and challenge, the operation function, the ability of links, making organization and machinery equipment should be adjusted and arranged to meet the needs of the construction of city and the production of port. The author think it can adjust the function from following five palates:to strengthen distribution function; to build logistics service function; to expand city transportation function; to inherit historical culture function; to promote touring function. As the administration department of GZ city, we should strengthen guiding business function in such a function adjustment situation. Based on SWOT analyze, we bring up the strategy if inner port region development; strengthen plan construction; speed up foundered equipment construction; use technology to build up port to develop quickly; give support and guide the added value of the third industry; strengthen to plan and develop modern logistics industry; build up competition and cooperation of port.
