The21st century has entered into the era of attention to human resources development and management. Factors of production is most able to enhance the pace of development factors in human resources, elements of the survival and development of enterprises is to enhance the core competitiveness of enterprises. If you have sophisticated talent, you can rapidly develop enterprise; industry competition also will be able to best advantage. Human resources development is the most crucial part in establishing the training system of, it can enhance the professionalism of employees, let the staff quickly into the enterprise in an atmosphere of competition so as to enhance the core competitiveness of the enterprise. Competition in the market economy, in the final analysis is the competition of talents, who owns high-quality talent, who will have a competitive advantage. The data indicate that at present, absolute significantly overcrowding in the State-owned enterprise employees on the one hand, the other hand is lack of talent, especially for senior management personnel and lack of high skilled talents. Therefore, how to develop senior management and high-skilled talents, how to leave when firms are laying off workers employees can supplement the former employees the skills, such as how to retain talent, human resource training cost reduction has become a real subject of reform and development of State-owned enterprises in China.General Secretary Hu Jintao in the party congress report, to build "human resources power", the "lifelong education system, the basic form by education degree and innovative personnel training level obviously improve", to "remote education and continue to education development, the construction of life-long learning society". These requirements is the comprehensive construction well-off society’s important content, is also the party and country to education training undertakings reform and development proposed a new demand for the entire adult education, including enterprise training work for the reform and development of clear direction and clear the objectives and tasks. In the fierce international competition environment, technology, market, human resources by the strength of the change is more and more big, the speed more and more quickly, make enterprise is more and more severe challenges. The state-owned enterprise is the key to the development of national economy, the improvement of the quality of the staff and workers of the enterprise is the international competitiveness of state-owned enterprises, and the cultivation of high-quality worker is state-owned enterprise training to raise the level of management.For the state-owned enterprise that, on employees through the related work of training, can enhance their work ability, let them in the work always maintain full enthusiasm, make sure to provide high quality service and efficient work product, thus to improve customer delivered value, realize customer satisfaction, win favored by the customers, with a vested interest in a financial index. There is no doubt that other organizations target successfully completed the premise and foundation is to realize the innovation goal, and employee training is a shortcut to learning and innovation purpose, the organization to sustainable development also depends on it. The state-owned enterprise in production management process, staff will meet all kinds of difficult problems and obstacles; such as employees have the professional quality of enterprise operation cannot meet the demand, the staff of the existing knowledge and learning from work after the knowledge gap also. Want to deal with that problem thoroughly and obstacles shorten the gap, enterprise to staff timely training is a good solution.The problems mainly through the attribute analysis, analog discuss analysis, social investigation, and the theory instruction practice method to research. Through related theories at home and abroad, and finishing materials related to literature and discussion, while taking advantage of relevant experience in human resources management, to BL for investigation and analysis of examples of State-owned enterprises in Dalian, Liaoning province, taking into account the realities in China, explore how the State-owned enterprises for effective staff training.Through the analysis, we can conclude that:(1) training as the most indispensable role in human resource management, enterprise training occupies the position and it must be fully associated with the business goals of recognition and attention.(2) comprehensive training system should be set up, composed of training topics, development of training content, training plan determines the framework of planning, training, as well as summarizing the training effect is the one-stop training system.(3) according to the employees, business training production needs, analysis of training needs from enterprises of different levels of development and at all levels of organizations and employees demands multi-pronged.(4) establishing links with different departments to communicate their own training needs, guarantee the input can greatly enhance the training effectiveness of individuals and organizations, fully taking into account their own and competitors of the existing development environment and future planning.(5) complete train protection system, training, should reward employees in due course, to construct out of the enthusiasm for training and mutual learning environment while focusing on improving the capacity of training, training feedback rate of capital investment.
