As an important and basic industry in the national economy, electricity industry is related to everyday issues. Therefore, improving the operating efficiency of electricity market is significant. With the reform of the market getting deeper and deeper, the efficiency becomes the focus. The market operating is of some unique features, such as the electric power is non-storable; the generating, transmitting, distributing and selling must be balanceable at anytime; the power demand elastic is small. All these make the efficiency evaluation complex. The traditional methods cannot evaluate the efficiency effectively and comprehensively. New methods and perspective are required.In this paper, based on the self-organization theory, we consider the electricity market as a big and complex system. With the aim of "effective competition" which means that the scaled-economy and dynamic competition are coordinated effectively, we evaluate the market operating efficiency with dissipative structure theory and synergetics theory. We provide theoretical basis to the supervision department for adjusting the state in time. The main contents are as follows:(1) Analyze the process of electricity market operating, and set the synergetic evolution model. Firstly, analyze the self-organized feature of the market; Secondly, set the synergetics evolution model of the market; Finally, find the order parameter.(2) Find the stable value of the order parameter which is the maximum efficiency point, and evaluate the operating efficiency in different points of the market.(3) Establish the single-order parameter and multi-order parameters synergetics evolution model of PJM market. After compared the two models, we can analyze the efficiency more comprehensively with the model of multi-order parameters. The aim of this research is to provide theoretical basis to the supervision department, and achieve that goal:resources allocation is more efficient and the production cost is less.
