The collective forest land accounted for sixtypercent of the total forest land area. The development of collective forest is the key to theforestry in China. After the Collective forest tenure system reform, the operation andenvironment of the rural collective forest will be a big change: The farmers will get theownership of the forestry, they face the new policy, the institutional and financial environmentwill also be changed, the old investment and financing system cannot adapt to the newsituation, Therefore, solving the problem of investment and financing is conducive to theinnovation of collective forest management and operation mechanism to maximize themobilization of farmers and social aspects involved in forestry construction and increase thefarmers’ income, and accelerate the fundamental transformation of the traditional forestry tomodern forestry, promoting the development of the forestry in China.Theories of economics, finance, forestry economics and other disciplines, starting fromthe operation and investment and financing system of collective forestry in China, combinedwith China’s ongoing reform of Collective forest tenure system, through the analysis ofChina’s rural collective forest operating system changes and status quo, the thesis proposed toestablish a policy-oriented financial and public financial support investing and financingsystem, which based on market-oriented and diversified investors and financers, supported bya sound investment and financing service agencies. Also the government should improve thesystem environment and establish a public finance system to support the development ofcollective forestry.
