The Research On Low-income Rural Residents’ Income Growth

Since the reform and opening up, China’s agriculture and rural economy has made tremendous achievements. However, at the same time, it also exposes more and more contradictions and problems. The most prominent problem is that low-income rural residents’income is growing very slowly. Whether the problem of improving the rural residents’low income can be well solved or not, is not only related to rural economic development, the consolidation of the basic position of agriculture and improvement of living standards of rural low-income residents, but also related to the healthy development of the national economy as a whole and social harmony and stability. On2012, Premier Wen Jiabao on behalf of the State Council in eleven National People’s Congress of the five meeting of the government work report pointed out, the per capita net income of rural residents was2300yuan as the new national standard for poverty. The new standard will have more low-income rural population in poverty alleviation, which striving to improve the income of low-income people. This means that the increase of rural low-income residents’ income is of great significance in improving people’s livelihood and achieving the common prosperity.Based on that, the thesis analyzes the status of low-income rural residents firstly, proposes concepts of low-income rural residents and criteria for the classification, identifies the object of the thesis. Then the author, according to the research results of the income of rural residents, chooses some suitable indicators, and empirically studys the relationship between these indicators and the income of low-income rural residents. Then, on base of the estimated results, the author analyzes the results of empirical analysis, concluding that the rural residents’ quality, agricultural structure, the weak quality of agriculture, supporting of the policy of financial on agriculture and agriculture mechanization are the main reasons of the slow growth of low-income rural dwellers’ income.In the writing process of the thesis, the author finds that there are vary factors which cause the slow growth rate of the low-income rural residents’ income. Rural residents’ poverty, probably because of the lack of the means of production, locating in remote areas, the old ages and low quality, the low-income rural residents’ are poor. And also historical reasons, economic reasons and policy can cause their poverty. According to the main reasons of the influence on low-income rural dwellers’ income growth and current situation, the author puts forward the countermeasures and suggestions, in two aspects:macroscopical aspect and microcosmic aspect, considering low-income rural dwellers’ income growth. In macroscopic aspect, the author puts forward the following four suggestions:first, increasing financial support on rural low-income; second, establishing and improving the management system of the agriculture, the release of rural labor force; third, developing the two and three industry, which extends agricultural production chain; fourth, providing perfect social service system for the industrialization of agriculture. In microscopic aspect, the author put forward the following three suggestions:first, adjusting the structure of agriculture and improving integral beneficial result of agriculture; second, strengthening training and improving the quality of low-income rural residents; third, strengthening the contractual right’s transfer of land management, and developing measurable managing dimensions.
