With agriculture is still the main sector of national economy, the farmers still occupy the majority of the population and there are a lot of rural settlements with small scale in our country, this is not conducive to agriculture cooperation scale management and to the optimal allocation and intensive utilization of rural public facilities.The comprehensive improvement of rural land can not only improve the rural living environment, promote scale management of agriculture and promote the rural land value; it can also promote the coordinated development of urban and rural and break the structural contradiction of economic and social development.Based on the traditional agriculture transformation theory、dual economic structure theory、sustainable agriculture and rural development theory、urban and rural overall development theory, according to field investigation to land comprehensive improvement project areas in Hekou town, Guanshan Village and Dengyuantai Town, with the farmers’ subjective perspective,around the farmer、agriculture、rural development, this paper empirical analyze the impacts on rural settelments by comprehensive improvement of land.Research shows that comprehensive improvement of land is an advance process of urban and rural system engineering with comprehensive、objective multiplicity、dynamic、regional characteristics, the implement contents includes Rural land consolidation、Village and town construction, supporting infrastructure, the development of modern agriculture, non-agricultural industry agglomeration, replacement of rural land use, optimize land use space.According to the content of implementation, the comprehensive improvement of rural land model can divide into development of modern agriculture, ecological environment governance, improving the infrastructure mode, optimizing urban spatial layout, coordinating the relationship between human and land. According to the implementation of the subject it can divide into government driven mode, project driven mode, enterprise dominant mode and the villagers built mode.Rural settlement is a center with the person, to the living environment as carrier, to groups living, economic, social, and cultural life for the content of the organic complex.Rural settlement consists of farmers, agriculture and rural living environment; and farmers are the first element of rural settelments,which is the prerequisite for the development of rural and main body. From the light of the evolution of rural settlement, rural settlement is a historical, dynamic, development system, and will become one with city eventually. Currentlly,these problems in rural settlement such as extensive land use、decreasing in population and construction land increasing、confusing villages layout、 difficult Land value realization need to advance comprehensive land improvement.Through the empirical study shows that the impacts on rural settelments by comprehensive improvement of land are as follows: Improve the production and living conditions of farmers, improve the level of agricultural production, change land use structure, optimize rural settlements environment, expand rural settlements scale, rural settlements layout is more concentrated, improve rrural settlement function, rural settlement landscape is diverse, rural organization structure is more complete, the farmers showed class differentiation.
