Countries around the world are coping with global warming. The theoretical research and the construction of the Low-carbon city are in full swing. Proceeding from the study of the development process of China’s urbanization, this article comprehensively analyses China’s energy consumption structure, thereby exploring the development of Low-carbon urbanization in China. This article quotes the decoupling theory as a theoretical tool of the urbanization evaluation to explore game actions among government, business, and personal in the development process of China’s Low-carbon urbanization. The article concludes we should searching the paths of the development of China’s Low-carbon urbanization in economic policies of the carbon trade and the carbon finance, Urban Green Space System, the Low-carbon traffic and the Low-carbon building, the leading function of the government except for the measures in the usual sense after elaborating the problems and the misunderstandings needed to beware of during the process.This article is divided into six parts. The first part is the introduction, introducing the related concepts, the significance of this study, research contents, literature review, etc.; Proceeding from the analysis of urbanization in China, the second part reveals the current development situation of China’s urbanization at the same time points out the environmental problems, and then brings the development of the Low-carbon city into the process of urbanization in China to indicate the importance and urgency of the development of the Low-carbon city; the third part uses the decoupling theory to analyse the evaluation indicators of China’s Low-carbon urbanization based on the inadaptability of EKC theory in China; the fourth part elaborates the problems and the misunderstandings needed to beware of during the process; the fifth part offers a related discussion with more social significance and actual value on the paths; the last part is conclusion.
