Town resident is the small town which constructed and developed on the basis of thevillage and is the political, economic, culture and life service center of rural areas. Since the1980s, township resident have grown rapidly and have played a huge role not only on thedevelopment of the local economy and increasing the farmers’ employment but also on theimproving the living conditions. However, there appear many problems such as the smallpopulation scale, the low concentrated benefits and serious environmental pollution and so on.The land utilization questions of construction taking up massive cultivated land and land useextensive are standing out. Because of the resource-shortage in our country, urbanconstruction and development must enhance intensive land utilization. Proceeding theevaluation and calculation research of the intensive land use potential in town resident andexcavating the town resident’s land intensive use potential have become the current scientificsubject urgently needed to address.In recent years, Ministry of Land and Resources has launched the urban land cadastralsurvey pilot work. By finding out the land-use’s structure, house site and plot ratio and so on,it has provided detailed data for the scientific evaluating and measuring the intensive land usepotential in town resident. Based on the urban land cadastral investigation data, proceedingthe evaluation and calculation research of the intensive land use potential in town resident haspractical significance on excavating land intensive use potential and strengthening planningand management of the land resource utilization. At the same time it has scientificsignificance for improving land intensive use potential evaluation theory.Based on the land returns diminishing theory, land rent and price theory, sustainable landuse theory and so on, the article adopt methods such as the field survey, analytic hierarchyprocess (AHP) and multi-factor comprehensive evaluation. By exploiting the geographicinformation system as the technical support, taking Jiaobei Town resident in Jiaozhou city asan example, and on the base of the urban land cadastral investigation data, it conducted anintensive study on the evaluation and calculation of the intensive land use potential in townresident. Main contents and results were as follows.(1)The evaluation of the intensive land use potential in town resident: Dividingdifferent land functions and building the evaluation index system of each function, itevaluates the intensive land use potential in town resident with multi-factorial comprehensive. The area of unused land and low utilization land in Jiaobei town is1408313.73m2in all,accounting for35.53%of the total area, so the overall level of land intensive use was low.What’s more, accounting for69.89%of the total land area, industrial land had a larger share,while land utilization rate was low with unused land and low utilization of land areaaccounting for40.75%of the industrial function zone total land area. Including planning newresidential communities, living functional area took up21.34%of the total area, with a highdegree of land use. The land intensive use level for commercial use was low, because thesmaller scale and it hadn’t formed the large commercial center. Including education andadministrative land, the land-use level of other use areas needed to be raised.(2)Town resident land intensive use potential calculation: Setting expected volume rate,and comparing it with status quo volume rate, then calculated the potential of unused land andlow utilization land with the formula. According to the volume rate control standard of“Shandong Province construction land intensive use control standards”, calculation of landpotentialities coefficient on the high and low target were respectively38.00%,31.12%, andgeneral land use potential was larger. The high goal of potential coefficient in industrialfunction area was43.0%, and the great potential was closely related with the low land output,the low building volume rate and low building density caused by a large number of land useapprovals for the policy of industry driving the development of urban construction in JiaobeiTown. With the land intensive use potential coefficient under20%, the land use degree washigh and land use potential was small in the living function area. The land intensive usepotential coefficient in commercial function areas and other functional area were above30%,so the land use potential was larger.(3)Measures and suggestions: According to the evaluation and calculation result of theintensive land use potential in town resident, the following measures and suggestions aboutland use and management were offered. Firstly, following the town planning, optimize theinternal structure. Secondly, strengthening the protection and management of environmentand constructing an ecological town. Thirdly, improving land use intensity and utilization rateto promote land intensive use. Fourthly, perfecting land use management system andimproving the land supervision. Lastly, exploring the policy of homestead exit and circulationand promoting efficient use of land and so on.
