In recent years, land use plan become one of the most important policies to take part in the macro-control. Land use plan is increasingly important in land management. The land market in China has been standardized and improved for20years. With the progress of all reforms, the market economy system has been established, the original land use plan can’t meet the need of the new socio-economic environment and the requirements of improving land use efficiency.By the end of2008, the national forum of land use plan proposed a new reform idea, which is "change the management by average into by difference". In addition,<2009National Land Use Plan> put the differentiation management into an extremely important position. The Land Ministry tried to make differentiation management of land use plan from2008. They tried to optimizing the plan target system, improving the indicators of the decomposition method and using the incentive measures to complete the differentiation management of land use plan. The purpose of the differentiation management of land use plan is to ensure there is enough construction land for social economic development, the most important is to coordinate the economic development and land use relationships in different situations. The indicators included construction land use plan, arable land consolidation and reclamation plan and the amount of cultivated land. Construction land use plan is one of the most important indicators. The essence is how to allocate the annual construction land in different regions across the country. The differentiation management included two levels:one is differentiation method, the other is differentiation assessment. This article mainly focused on the first level, which based on the economic efficiency of construction land, which focused on annual construction land configuration problem.Firstly, this paper looked back the economic growth theory and construction land related theory.The theoretical analysis framework is based on the relationship between economic growth and construction land expansion. In the study of the contribution of the annual construction land to economic growth, In accordance with Chenery stage theory of economic growth, the31provinces (autonomous regions and municipalities) in China are divided into three stages, they are economically developed stage, the stage of industrialization, as well as primary production stage. Then it use the Cobb-Douglas production function to calculate the elasticity and the contribution to economic growth of the construction land in different stages.The result shows that the pulling effect of expansion of construction land for economic development is different in different stages. Economic model is used to calculate the correlation of economic growth and annual construction land. It is concluded that economic growth is the basic driving force of land expansion.It provide the method for building the differentiation land use plan.Secondly, based on the research of the relationship between construction land expansion and economic growth, the theoretical framework of the differential land use plan is established. DEA is used to evaluate the efficiency of construction land, and then select the unit cost of economic growth, unit cost of the fixed asset investment growth and per capita GDP as the indicators for regional cluster analysis. Regions in our country are divided into six categories. Then estimate theory target under a conservative program and active program. The land-use plan model is based on the theory target. It based on the theory of optimal allocation of resources. The implementation of the previous year and regional development are used as revise value. All of the above provide the technical support for the differentiation annual plan for land use management.Finally, based on the building of differentiation management of land use plan, proposed some recommendations including inspection, incentives, early warning and monitoring, which promote differentiation management of land use plan play a better role.
