Study On The Scope Management Of China Unicom Centralized Integrated Settlement System Construction

With China’s rapid development of mobile communications services and deeper innovation of telecommunication industry, the competition between three operators become more and more fiercely. In order to meet the needs of business development, china unicom bring up its3G strategy which is"leading network, leading business, leading service", Integrate internal resources, use the advantage of fusion,increase the efficiency of the enterprise rapidly,build up unified, centralized, standard, transparent, sharing operational control system, realize the whole network integration operation.China unicom centralized integrated settlement is based on the merger between China unicom and China netcom, in order to futher complete the integration between these two networks,solve the problem of multiple sets of settlement system between these two companies at the same time (the settlement difficult problem between headquarters and the provincial branch).This system realize the full support of mobile communication services, fixed communication services, satellite international line services, data communication services, network access services and value-added services. According to the particularity, complexity of China unicom settlement system, this settlement system groundbreaking use "A system level, two level management, three level production" three stage operation mode, summary data between several different sets of settlement platform. During the construction of this project, there exists many problem such as technical difficulty, high workload and various other problems. Through scientific scope management, on project implementation, doing comprehensive planning in advance can make the project progress successfully, yield twice the result with half the effort.As for communication engineering project, comparing with other industry, the demands of customers change greatly, also, with rapid development of communication industry, various problems may lead the change of requirement. How to clarify requirements, formulate scope planning, define scope, effectively control, protect the projects implementation is the key point.In this paper, through the case of china unicom centralized integrated settlement, combine with the theory knowledge of scope management in IT field, use the methods and tools of scope management to analyze detailly, resulting in effective project implementation process of scope management, provide the experience sharing and management reference of similar construction of scope management.
