As urban national economic and social development necessary service andsecurity, improve the urban infrastructure disaster-carrying capability have importantmeaning for the city’s normal operation and sustainable development. The urbanfunctions are important elements of the urban system which is the driving force ofurban systems. The urban infrastructure is the material carrier integrated servicefunction of city, and it is the basis of urban survival and development, it has its ownunique evolution and behavior patterns. So we must pay attention to the urbaninfrastructure in the safe operation of the role, clarify the functional safety of theurban infrastructure, strengthen security fortified of urban infrastructure,provide asolid foundation for the city health and safety operation of China’s social andeconomic development.This article from the point of view about functional safety of the six systems ofurban infrastructure, to study and assessment the disaster-bearing capability of urbaninfrastructure. From the characteristics of infrastructure of each system, a morein-depth understanding of the relationship between the various systems, and find outthe failure reasons of infrastructure safety appear before. And then analysis thedisaster prevent, disaster rescue, disaster relief and recovery ability of urbaninfrastructure respectively. At the same time, I am establishing the evaluation indexsystem of disaster-carrying capability of urban infrastructure. Combine the impactfactors in the various stages of the urban infrastructure of the various subsystems, toconstruct a functional safety integration mode of urban infrastructure. Finally, usingthe method of fuzzy evaluation, constructed an assessment mode of the urbaninfrastructure disaster-carrying capability, to assess the disaster-bearing capacity ofurban infrastructure under the premise of functional safety. This article provided areference for more accurate and comprehensive evaluation of disaster-carryingcapacity of urban infrastructure.
