With the increasing of economic globalization and regional competition in21st century, Qianzhong economic region, as one of12key economic regions where the Chinese government thoroughly carries out the Develop-the-west strategy, has deep strategic importance to economic and social development in Guizhou province. Due to the geographical conditions, Qianzhong economic region is underdeveloped. Based on the definition of correlative concepts, review of regional exploitation theory and analysis of regional developing model, the author analyses many problems about Qianzhong economic region such as social economic conditions, location advantages, resource endow, spatial structure, industrial structural adjustment, regional division of labour and corporation, regional exploitation policy and so on.Firstly, reviewing of the developing experience of underdeveloped region and combining with the reality of Qianzhong economic region, point-axis development mode under government dominant is the best choice for the development of Qianzhong economic region. This mode, as a comprehensive regional exploitation, is a important manner to lead and organize the economic activities in underdeveloped region.Secondly, based on the analysis of natural resources including mine and energy resources, biology resources, land resources, tourism resources and social economic conditions containing capital, labour, technology, there is a result that Qianzhong economic region has rich natural resources, but less developed. The region has obvious advantages in mine, energy, biology and tourism. But comparative advantages in resources don’t match real competitive advantages. In addition, sources of capital depending on the accumulation of funds within the region, weakening of technology introduction and modification and scarring of high-quality labour resources greatly limit the region’s development. Thirdly, urbanization rate of the region is higher than the average of Guizhou, but lower than the nation. After analysis of present situation of traffic infrastructure, the author thinks that traffic infrastructure improves significantly. The region has formed a transportation network which bases on the road, railway and inland waterway. However, the traffic infrastructure is still poor and weak, which can’t meet the demand. It is a weak link of regional economic development.Fourthly, industrial structure of the region is not reasonable, which limits the region’s development either. Regional division of labour and corporation has industrial basement and preliminary industrial system, but there are a lot of problems need to be consolidated and improved.On the basis of the above analysis, some suggestions on the development of Qianzhong economic region have been proposed. The regional exploitation policy includes central government policy and local government policy which contains fiscal and tax policy, financial policy, industrial policy and land policy. Urbanization should speed up, meanwhile should be rational and intensive. Industrial structural adjustment focus on the secondary industry, following a line with the region’s development of the new-type industrialization road. Regional division of labour and corporation chooses a path of integration on industrial, agriculture and tourism. The division should emphasize advantageous industries of every city in the region. Reasonable and efficient regional industry layout can guarantee Qianzhong economic region’s leap development. In addition, Qianzhong economic region may strength the coorperation with other economic regions in China and China-ASEAN free trade area.
