Research On Development Strategies Of State-owned Farms

The state-owned farm of our country was formed under the particular historical background at thebeginning of liberation with the destination to obtain the country’s special mission. State-owned farmgave a very important contribution for undertaking of national defense, food security, supporting forcity construction and industrial development during the last six decades. However, the reformationand development of state farm have been challenged by the new difficulties and problems since thestart of this new century. Along with the rapid development of market economic system,industrialization and urbanization, in particular, the sustainable progress of state-farm industry hasbeen restrained because the management systems were not adaptable to the market economic systemproperly. The social and economic lag of state-owned farm development had been getting more andmore obviously and brought more social instability factors. To meet the demand of construction ofsocialistic harmonious society, advancing the reform of state-owned farm system had been proposedexplicitly during the third plenum of the17th Communist Party and it was put on the table to payattention on the issue of reform and development of state-owned farm. How to promote the reform ofstate-owned farm system, to improve the economic development, and to protect the legitimate rightsand interests of farm workers and then to carry out the strategies for future development is the mostimportant project for the management group of state-owned farm right now.This study was based on numerous literature citations and in-depth investigation of Wenzhoustate-owned farm, especially Yueqing seed production farm and the status of local economicdevelopment. Along with the experience on management of state-owned farm for years and datacollection and analysis including comparative analysis, internal and external factors evaluation,SWOT analysis etc., several topics had been included in this paper:1, to understand thedevelopmental history and current situation of state-owned farm, especially in its reform andeconomic development;2, to clear the status and problems of Wenzhou state-owned farm;3, tocharacterize the running state of Yueqing seed production farm;4, to detect the internal and externalfactors affecting the development of Yueqing seed production farm and5, to give suggestion andstrategies for state-owned farm reform and future development. The research resulted that Chinesestate-owned farm was formed under planned economic system, it was essentially different from theone from free market system and those corporation farms. The state-owned farm has been accumulated too many specific social characters and burden heavily. The system mechanism is stillhindered state-owned farm development as a bottleneck though it has been for thirty years ofeconomic reform and system innovation. The state-owned farm of Wenzhou is not well developed asthe well-known local economic development. It has not been coincide with the development of localsocial economy because of the social system of national industry. In this paper, investigation wasconducted based on the social economic system, the land utilization, quality of the staffs, humanresource structure and the living situation of staffs and the existent contradiction of Wenzhoustate-owned farm. The existing problems and important experiences had been analyzed and concludedwith the Yueqing seed production farm as an example. Therefore, the reform suggestion was proposed.Through the SWOT and macroscopical analysis, the state-owned farm must follow the "providingguidance in accordance with different farm situation, collaboration under government support,definition clearly based on each single farm, breaking through the system with innovation mechanism,stable development with people-oriented” for reform. Suggested that the development of state-ownedfarm should be based on its own advantages, making full use of policy advantage and then utilizingland properly. At the same time, the paper suggested the related development principles for Yueqingseed production farm as a local state-owned farm in particular.This paper not only studied the development progress of last thirty years among with theeconomic reform and openness, but also gave the suggestion and strategies on the future reform anddevelopment of state-owned farm. Especially based on the example of Wenzhou state-owned farm, itclarified the regional and individual differences of farms and illuminated a clear mind for reformationof state-owned farm. The solutions for future development were proposed through SWOT analysis forYueqing seed production farm from internal and external factors. One goal of this work was thereforeto provide useful information for development of state-owned farm in china.
