The exploitation and utilization of resources of wind power is developing rapidly in recent years. With the limited development of wind power resources in inland China, and the difficulties of construction of off-shore wind power resources, the development of wind power resources in coastal tideland has become the hot spot and also has the higher demand on the resources and techniques than in inland. The management of the construction of the wind power projects in coastal tideland is much more complicated and requires applying the modern project management system in the entire process. Especially, the attempt to introduce the Enterprise Culture into the wind power project management to solve the related problem will play a more vital role in unifying project management goal, coordinating the internal and external relations, improving the management efficiency, ensuring the project schedule and quality, controlling the cost, enhancing the economic results and optimizing the economic, social and environmental benefits.This paper takes the Zhanhua49.5MW wind power project in coastal tideland of province Shandong as the research object. It elaborates on the management system of this wind energy construction process and summarizes the challenges encountered in the project management, engineering schedule control, cost control and project quality control and analyze the reasons of these problems, such as external adverse natural conditions, stakeholders interference, confine of quality of the project management staff. This paper attempts to introduce the Enterprise Culture into the project management to solve the related problems and use the concept of "win-win" to deal with the internal relationship, relationship between the team and external interest groups, and the relationship of project construction and external natural environment to ensure the successful completion of the project.This research, on the one hand, provides a valuable reference to the development and construction of current wind power projects in the coastal tideland, also on the other hand, to the future development of off-shore wind power in large scale.
