At present, the low-carbon economy has become a global trend of economic development, whose essence is advocating an economic activity of low energy-consuming, low emission and low pollution. As the foundation of all social and economic activity and an physical space to accommodate a variety of production and creative activity, and exchange a variety of material and energy, urban land provides the apace and platform for social and human development. Meanwhile, urban energy saving and emission reduction plays an important part to global climate and environment. Therefore, the combination of both stated above, a low-carbon using of urban land will be the new hot spot in the fields of the science of land, urban science and environmental science.The ways of realizing low-carbon using of urban land start from controlling the "carbon sources" and seeking "carbon sinks". On the impact of rapid industrialization and urbanization, the most remarkable feature of urban-land use is the expansion of construction, which has been proved having positive impact to carbon emission. On the one hand, the increasing occupation of farmland and forest leads to land use and cover change, which directly cut off the significant channel of "carbon sources". On the other hand, it brings following social and economic activities such as residential activities, industrial productions, and transportation, indirectly increasing many "carbon sources" to this system and make the low-carbon using of urban land system overloaded. At the same time, the problem of urban-land use including the disorder of urban-land scale, structure, distribution in space and the current situation of land recourses waste and extensive land-use will fundamentally block the development of low-carbon using of urban land.The description and measure of low-carbon urban land use will help finding the problems, the factors of promoting and restricting its development existing in the system of low-carbon urban land use, and then put forward some methods and solutions. According to the different type of urban land, the paper decomposes the low-carbon using of urban land system into two subsystems, the "carbon sources" subsystem and the "carbon sinks" subsystem. The first system includes four parts, residential land, common land, industrial land and transporting land. The second system is green area. Each "carbon sources" subsystem consists of four indicators.The paper use the improved Multiple indexes comprehensive measurement method to measure the score of low-carbon using of urban land. Based on this, take Changsha as an example, the paper builds up the model of Factor contribution rate and obstacle degree, and performs the measure analysis of inter-district development level in both time and space dimensions. And then the writer use SPSS statistical software to conduct the clustering analysis towards the measurement of the inter-district developing level. The empirical analysis shows, generally speaking, that the low-carbon using of urban land in Changsha has been developed in a circuitous pattern and it will be gradually developing towards a better way. The residential land and urban green space are the lowest-carbon using which make the biggest contribution to Changsha’s development. Moreover, the main obstacle of restraining the development of low-carbon using of urban land is the reduction coefficient of transportation emission. In Hunan province, the level of Low-Carbon Utilization in Changsha is in the lead, which belongs to the first category; the development level in Zhuzhou and Xiangtan, respectively, belong to the second and third category, which need to be improved.In order to accomplish low-carbon using of urban land, the following solutions can be explored:to generate the concept of low-carbon using of urban land, to establish the programs that introduce low-carbon using of urban land, to build the patterns of economic low-carbon using of urban land, to improve the policies of low-carbon using of urban land, and to complete the rules and laws related.
