Along with the increasing expanding of urbanization and human activity, environmental issues such as destroying of landform, decreasing of farming land and deterioration of environment have been severer than ever before. China is currently in the middle phase of urbanization development, in which abundant population, intellective resources, industry and capital are being centralized into those big cities, the extensive and external means of land utilization so far can no longer fulfill the demand of economic and social development. Therefore, to study and research on the regular pattern of land utilization under the background of urbanization and industrialization, to exploit potentiality of stock land and to advance the efficiency and profit of land utilization, have been the only way of solving the problems of boosting the quality of urbanization and the shortage of constructive land. The developing zone, as the pilot area of a city for boosting the reform and opening policy and engine for regional economy growth, has been proved an effective way for industrial development and boosting local economy. The development of developing zones in different cities generally represents its performance level of industrialization and urbanization. The cluster effect, demonstration effect and pervasion effect brought by these developing zones have been important factors to push the local economy move forward. The developing zone itself has also been a new urban microcosm which is functioning as same as the entire city. The thesis begins with the point of improving the intensiveness of land utilization in developing zone, and attempts to explore the effective way(s) of intensive land utilization for the developing zone based on the analysis and appraise of the intensiveness of land utilization in Kunming hi-tech developing zone.The thesis reviews and summarizes the theories, experiences and practical process of land utilization in both Chinese cities and foreign cities. In guidance with related theories such as rent price theory, Law of diminishing land returns, location theory, Land scarcity theory and the shadow price theory, through studying the true case in Kunming hi-tech developing zone, the existing land utilization in this developing zone is summarized and appraised with the reference of relevant national regulations and requirements. The thesis also study the problems in intensive land utilization of developing zone on the ground of national and local governmental policies, programming and planning and technical criteria. As a conclusion, the thesis proposes that the intensive land utilization level in these developing zones shall be improved by the means of optimizing industrial structure, scientifically constituting reasonable management for land utilization, further strengthening new policy and regulation, emphasizing the intensive utilization of stock land, establishing reasonable index system of intensive land utilization, recognizing the guidelines of planning, and properly solving the problems of rural areas and rural population.
