In the21st century, the business pattern occurred a fundamental change that the traditional management techniques are difficult to fully adapt to global competition and severe changes in the market. The Theory of Constraints (TOC) and process reengineering thinking are more and more applicated to practice in enterprise, it is achieved very significant results on saving money, improving customer satisfaction and enhancing operation flexibility and other aspects.In the paper, on the basis of the Inner Mongolia Xincheng Hotel management features, in-depth study on traditional reorganization methods principles and Theory of Constraints (TOC) and analysis of research on the relationship between traditional recombinant methods and theory of constraints, the author proposed reorganization of the method of procurement systems based on the theory of Constraints (TOC) business processes. The main theme of the methodology is that BPR should start with critical business processes, and find out main bottlenecks restricting whole system from them. Then, the prerequisite of releasing bottlenecks and subordinate bottlenecks restricting the capability of main bottlenecks should be searched out according to the analysis of the individual constraints restricting main bottlenecks. Therefore, the justification and rationality of process choices are improved not ideal design of processes but the improvement and breakthrough of main bottlenecks and subordinate bottlenecks are emphasized on the methods of processes design. And main bottlenecks should be moved to easier steps. In this way, the whole process choosing and design procedure focuses on the need of main bottlenecks all along.In order to guarantee the directivity and validity of BPR, the Paper analyses the indices on process level, purchasing system level and whole enterprise assessment index level, and then realizes the integrity and consistency of the three levels of performance evaluation indices. Making use of the three indices that can evaluate the situation of the processes in a production system before BPR, during BPR and after BPR. This BPR practice is able to control the direction and scope of the reorganization, better maneuverability and practical features that will have the guidance of the Inner Mongolia Xincheng Hotel Business Process Reengineering with high theoretical and practical value.
