From a practical perspective, China Agriculture Science&Technology’s percent conversion was only30%to40%, which is far below the developed countries that are more than80percent. Agricultural leading enterprises’general scale is small and the level of profitability is not high. The vast majority of provincial and municipal agricultural leading enterprises have not established their own systems for technological innovation and their innovation technology is not strong. Enhance the Agricultural Leading Enterprise’s innovation capacity and improve the level of agricultural scientific and technological achievements has become the key to enhance Agricultural Leading Enterprise’s core competitiveness. After the typical case analysis on the current situations of Shangqiu City’s agricultural leading enterprises’development, the paper found that agriculture leading enterprises has an important role in promoting the comprehensive development of its surrounding rural and positively interacted with local farmers. Combined with relevant research data, this article do analysis on Shangqiu City’s Agricultural Leading Enterprise technological innovation status quo and come to affect its technological innovation’s bottlenecks, which including lack of knowledge, inadequate funding and poor techniques etc. Finally, combined with Shangqiu City’s Agricultural Leading Enterprise’s development status quo, this article brings out the development countermeasures for implementing technological innovations.
